Job summary

Nightwing is seeking an IT Requirements Manager to support a critical U.S. Government mission, leading use case identification, requirements gathering, and stakeholder coordination for technology integration initiatives.

You will translate mission pain points into technology requirements, develop business cases, define success criteria, and coordinate between technical teams and operational stakeholders to drive measurable pilot and production outcomes.

Qualifications

  • Requires U.S. Citizenship and an active security clearance
  • Minimum 5+ years as a business analyst or requirements analyst

Responsibilities

Nightwing is supporting a U.S. Government customer to provide support for onsite incident response to civilian Government agencies and critical asset owners who experience cyber-attacks, providing immediate investigation and resolution. Contract personnel perform investigations to characterize the severity of breaches, develop mitigation plans, and assist with the restoration of services. Nightwing is seeking an IT Requirements Manager to support this critical customer mission.

The Requirements Manager will facilitate use case identification, requirements gathering, and stakeholder coordination for technology integration initiatives. This role ensures technology insertions align with mission goals, operational priorities, and measurable outcomes while managing stakeholder expectations and communication.

Responsibilities:

Required Skills:

  • U.S. Citizenship

  • Active Secret clearance; TS/SCI preferred

  • Ability to obtain Department of Homeland Security (DHS) Entry on Duty (EOD) Suitability

- 5+ years of experience as a business analyst or requirements analyst

- Strong requirements gathering and documentation skills

- Experience with use case development and user story creation

- Knowledge of business process analysis and improvement methodologies

- Excellent facilitation and stakeholder management skills

- Experience with project coordination and tracking

- Strong analytical and problem-solving abilities

- Proficiency with business analysis tools and techniques

- Excellent written and verbal communication skills

Desired Skills:

- Experience supporting federal cybersecurity programs

- Background in technology assessment or capability evaluation

- Knowledge of cybersecurity operations and mission environments

- Experience with agile requirements management

- Familiarity with cost-benefit analysis and ROI calculations

- Experience developing metrics and performance measurement frameworks

- Understanding of federal governance and decision-making processes

Required Education:

BS in Business Administration, Information Systems,or related degree; or HS Diploma and 7+ years of directly relevant experience
Desired Certifications:

- DoD 8140 IAT Level II

- ITIL, CBAP, PMI-PBA

- SaFE

Salary & Benefits

The salary associated with this position ($77,000–$163,000) is commensurate with the selected candidate’s qualifications, years of relevant experience, and demonstrated level of expertise. Compensation will be determined based on these factors to ensure alignment with skills, responsibilities, and market standards.
