Job summary

Cardinal Technology Systems, Corp. is seeking an IT Requirements Manager to support government IT initiatives. You will lead use case development, gather requirements for pilots, and coordinate stakeholder workshops with mission stakeholders.

Ideal candidates have an active Secret clearance, S. citizenship, and 5+ years as a business analyst, with experience in federal cybersecurity and process improvement. This role offers opportunities within the NCR and national projects.

Qualifications

• Active Secret clearance; TS/SCI preferred.
• S. Citizenship required.
• Experience with DHS EOD suitability considerations.
• Experience with federal cybersecurity programs.

Responsibilities

• Lead use case identification and prioritization with mission stakeholders.
• Gather and document requirements for technology integration pilots.
• Facilitate stakeholder workshops and coordination meetings.
• Translate mission pain points into technology capability requirements.
• Develop business cases and value propositions for technology insertions.
• Define measurable objectives and success criteria for pilot initiatives.
• Coordinate between technical teams and operational stakeholders.
• Document operational workflows and identify friction points for automation.
• Support governance review processes with business impact analysis.
• Develop metrics frameworks for measuring pilot and production outcomes.
• Create stakeholder communications and status reports.
• Manage requirements traceability throughout integration lifecycle.
• Support leadership alignment activities with briefings and documentation.
• Facilitate lessons learned and continuous improvement processes.
• Ensure pilot scope discipline and clear exit/transition decisions.
