We are seeking a highly analytical and financially-savvy IT Project Portfolio Analyst to join our team. This role is responsible for driving transparency and insight into our IT project portfolio through strong financial analysis, capacity planning, and resource forecasting. The ideal candidate will bridge the gap between strategic portfolio planning, financial stewardship, and operational execution, enabling data-driven decisions across our technology organization.
Key Responsibilities:
- Analyze project budgets, forecasts, and actuals in partnership with IT Finance and Project Managers.
- Track CAPEX/OPEX classification, spend trends, and ROI to support portfolio value realization.
- Assist in annual budgeting and quarterly reforecasting cycles for the IT portfolio.
- Create dashboards and reports that align IT spend with strategic goals and business value.
Capacity Planning & Resource Management
- Analyze current and future resource capacity across IT functions to identify over/under-utilization.
- Work with functional managers and PMs to align resource supply with project demand.
- Highlight constraints and recommend adjustments to balance work intake with staffing levels.
- Track and manage contractor vs. FTE mix, role allocations, and skill gaps.
Supply vs. Demand Analysis
- Maintain an accurate project pipeline and forecast resource demand based on project timelines.
- Identify bottlenecks and flag critical gaps between demand and available skills or headcount.
- Recommend prioritization tradeoffs or timing shifts based on resource constraints.
Tooling & Decision Support
- Evaluate, implement, and maintain tools for project tracking, time reporting, resource planning, and portfolio visualization (e.g., Clarity, Smartsheet, Anaplan, Power BI, Planview).
- Partner with PMO, IT Ops, and Finance to ensure data accuracy and integration across systems.
- Develop and automate reporting to support scenario planning and executive-level decision making.
Governance & Standards
- Ensure consistent use of financial and resource planning processes, templates, and tools.
- Support quarterly portfolio governance reviews and facilitate data preparation for senior leadership.
- Monitor adherence to project financial controls, time tracking, and resource utilization protocols.
Qualifications:
Required:
- 5+ years of experience in project portfolio management, IT finance, or related role
- Strong understanding of CAPEX/OPEX, project budgeting, and IT financial management
- Demonstrated experience in resource and capacity planning in a matrixed or PMO environment
- Proficient in tools like Excel (pivot tables, models), Power BI/Tableau, and PPM systems (e.g., Clarity, Planview, Smartsheet)
- Excellent communication and stakeholder management skills
Preferred:
- Experience working in mid-to-large scale technology organizations
- Exposure to Agile/Hybrid project environments
- Knowledge of time tracking tools and integration with PPM/ERP systems
- Familiarity with ITIL or SAFe frameworks
- Analytical thinking and financial acumen
- Attention to detail with the ability to see the strategic big picture
- Proactive problem-solving and ability to identify risks and opportunities
- Collaborative mindset and strong relationship-building skills
