Job Summary
The IT PM will manage projects through a balanced matrix, control project costs and scope, and interface directly with the project sponsor and business sponsor to understand business problems and opportunities to drive successful project goals.
Role
To plan, organize, direct, control and evaluate information technology projects, including the development of policies/procedures for these projects and controlling costs.
Essential Functions
- Maintains organization's effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing information technologies
- Directs technological research by studying organization goals, strategies, practices, and user projects
- Completes projects by coordinating resources and timetables with user departments and data center
- Verifies application results by conducting system audits of technologies implemented
- Preserves assets by implementing disaster recovery and back-up procedures and information security and control structures
- Recommends information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; anticipating requirements
- Forecasts requirements; prepares annual budget; schedules expenditures; analyzes variances; initiates corrective action
- Maintains quality service by establishing and enforcing organization standards
- Participates in the elicitation and development of project planning specifications and timeline
- Follows account PMO procedures and practices
- Controls and negotiates change and scope of the project
- Ensures timelines and milestones are met and maintain integrity of the systems
- Guides and oversees lifecycle applications development
- Communicates effectively with stakeholders
- Manages day-to-day task assignments, deliverable and schedule completions of all Supplier personnel
Minimum Qualifications
- Education: Bachelor’s degree in information technology, Computer Science, or related field.
- Certification: PMP certification.
- Experience: Minimum 4-6 years of strong project/portfolio and team management experience, including:
- Ability to plan, organize, direct and control work activity demonstrating experience in PMI methodologies and management of medium (750 hours) to large (2500 hours) projects
- Experience with external consultant/customer management
- Skilled in Microsoft Suite Tool set including MS Project and other PM tools
- Knowledge of RUP, SDLC, or other process methodologies
- Joint Application Development session (JAD) facilitation experience or similar methodology to gather cross-functional requirements

- Demonstrated experience leading programs, projects and technology initiatives in municipal, state or federal service environments
- Demonstrated ability to present complex technical and functional scope/solutions in a manner that is understood by a diverse audience
- Demonstrated experience in developing relationships across business lines, departments and organizational functional elements
- Excellent customer presentation and communications skills
- Excellent leadership and organizational skills
- Demonstrated ability to manage all phases of the project life cycle
- Demonstrated ability to manage multiple projects and people at a time
- Demonstrated ability to manage projects with a $500,000 to $1,000,000 annual budget
- Demonstrated ability to manage stakeholder's expectations
- Strong analytical ability including impact analysis to business and technical environment
- Demonstrated ability to gather basic requirements through individual interview techniques
- Demonstrated ability to multi-task, be extremely organized, work in a fast-paced environment, and be very detail-oriented
- Strong business requirement analytical skills with the ability to produce clearly articulated documents
- Demonstrated experience identifying customer needs, conducting gap analysis and understanding the customer’s perspective
- Demonstrated ability to manage multiple programs simultaneously
Additional Information
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.
Probation
All persons, including current City employees, selected for this position must complete a mandatory six-month probation.
