Job Summary
The IT PM will manage projects through a balanced matrix, control project costs and scope, and interface directly with the project sponsor and business sponsor to understand business problems and opportunities to drive successful project goals. The role involves planning, organizing, directing, controlling and evaluating information technology projects, including the development of policies and procedures and controlling costs.
Responsibilities
- Maintain the organization’s effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing information technologies.
- Direct technological research by studying organization goals, strategies, practices, and user projects.
- Complete projects by coordinating resources and timetables with user departments and the data center.
- Verify application results by conducting system audits of technologies implemented.
- Preserve assets by implementing disaster recovery and backup procedures and information security and control structures.
- Recommend information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; and anticipating requirements.
- Forecast requirements; prepare annual budget; schedule expenditures; analyze variances; and initiate corrective action.
- Maintain quality service by establishing and enforcing organization standards.
- Participate in the elicitation and development of project planning specifications and timeline.
- Follow account PMO procedures and practices.
- Control and negotiate change and scope of the project.
- Ensure timelines and milestones are met and maintain integrity of the systems.
- Guide and oversee lifecycle application development.
- Communicate effectively with stakeholders.
- Manage the day-to-day task assignments, deliverables, and schedule completions of all supplier personnel.
Minimum Qualifications
Education: Bachelor’s degree in information technology, Computer Science, or a related field. PMP certification.
Experience
- Minimum of 4-6 years of strong project/portfolio and team management experience, including the following:
- Ability to plan, organize, direct, and control work activity demonstrating experience in PMI methodologies and management of medium (750 hours) to Large (2500 hours) projects.
- Experience with external consultant/customer management.
- Skilled in Microsoft Suite Tool set including MS Project and other project management tools.
- Knowledge of RUP, SDLC, or other process methodologies.
- Joint Application Development (JAD) facilitation experience or similar methodology to gather cross-functional requirements.
Knowledge, Skills, and Abilities
- Demonstrated experience leading programs, projects and technology initiatives in municipal, state or federal service environments.
- Demonstrated ability to present complex technical and functional scope/solutions in a manner that is understood by a diverse audience.
- Demonstrated experience in developing relationships across business lines, departments and organizational functional elements.
- Excellent customer presentation and communications skills.
- Excellent leadership and organizational skills.
- Demonstrated ability to manage all phases of the project life cycle.
- Demonstrated ability to manage multiple projects and people simultaneously.
- Demonstrated ability to manage projects with a $500K to $1M annual budget.

- Strong analytical ability, including impact analysis to business and technical environment.
- Demonstrated ability to gather basic requirements through individual interview techniques.
- Demonstrated ability to multi-task, be extremely organized, work in a fast-paced environment, and be very detail-oriented.
- Strong business requirement analytical skills with the ability to produce clearly articulated documents.
- Demonstrated experience identifying customer needs, conducting gap analysis and understanding the customer’s perspective.
- Demonstrated ability to manage multiple programs simultaneously.
Background Check

Probation
All persons, including current City employees, selected for this position must complete a mandatory six‑month probation.
