Job summary

The City of El Paso Texas is seeking an experienced IT Project Manager to plan, coordinate, and drive complex information technology projects across divisions. The role emphasizes meeting proposals, budgets, scopes, and schedules, while coordinating with sponsors and stakeholders.

Under direction, you will supervise staff, ensure compliance with CJIS requirements, manage risks, and maintain IT standards throughout the project lifecycle. This is an Unclassified Contract position with the City.

Qualifications

• Bachelor's degree or higher in Information Systems, Business Administration, Engineering, or related field with four (4) years of experience in project management of systems or services.
• Associate's degree in Information Systems, Business Administration, Engineering, or related field with eight (8) years of project management experience.
• Valid Texas Class “C” Driver’s License or equivalent from another state by appointment.
• Applicants must pass a CJIS fingerprint-based background check within the first six months of hire and CJIS eligibility must be maintained.

Special Requirements: Applicants must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check within the first six months of hire and maintain CJIS eligibility. CJIS requirements are related to system access, and the following list of convictions and/or deferred adjudications will result in failure of the CJIS background check and disqualification and/or termination of employment: Felony Convictions, Felony Deferred Adjudication, Class A or B Misdemeanor Deferred Adjudication, Class A or B Misdemeanor convictions, an open arrest for any criminal offense (Felony or Misdemeanor), and family violence convictions.

General Purpose

Under direction, plan, coordinate, and manage one or more projects that may impact a division or department throughout the project's lifecycle and implementation.

Typical Duties

Plan, organize, manage, and direct information technology project development. Involves: Submitting proposals, budgets, scopes, and schedules of information technology projects. Initiates projects and performs analysis of end-user and stakeholder business needs, feasibility, project definition, and project authorization. Participate in discussions of project management department goals and objectives with IT senior management, system owners, and decision-makers. Define and disseminate the project success criteria to involved parties throughout the project life cycle. Effectively communicate project expectations to sponsors, team members, and stakeholders in a timely and clear fashion, and facilitate project management and project status review meetings.
Ensures adherence to the product or project budget for a single system or project. Assists in developing and maintaining plans, processes, and systems for risk mitigation. Document findings for future reference and learning. Ensures adherence to the product or project budget for a single system or project. Ensures adherence to Department of Information Technology standards, policies, and procedures.
Supervise assigned personnel. Involves: Schedule, assign, instruct, guide, and check work. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants and recommend hiring, termination, transfers, discipline, or other employee status changes.
Perform miscellaneous-related duties as required. Includes: Conduct, compile, and summarize research, and provide oral and written reports related to project implementation.
