City of Garland seeks an IT Executive to lead the PMO and financial services for the Information Technology Department. You will supervise IT project managers, manage operating, project, and CIP budgets, and align delivery with City priorities.
As a member of the IT leadership team, you will advise the CIO on performance, funding needs, and strategic planning, and ensure governance and controls across expenditures, contracts, and vendor relations.
Summary
Responsible for leading the Information Technology Department’s project management and financial services functions. Directly supervises all IT project managers and oversees the planning, coordination, and performance of the IT project portfolio. Serves as the accountable manager for all IT financial services, including the development, administration, monitoring, forecasting, and reporting of all departmental operating, project, and capital improvement budgets. Ensures project delivery and financial planning align with City priorities, available resources, and established policies. Serves as a member of the IT leadership team and advises the Chief Information Officer on project performance, financial conditions, funding needs, and strategic planning.

Preferred Qualifications
Four-year college degree in Information Technology, Business or related field of study
8+ years of experience in Information Technology, including project management and financial or budget management
3+ years supervisory experience
