Job Duties
The ideal candidate will have strong experience in formal purchasing and contract negotiation for technology-related projects, including software licenses, hardware acquisition, and system solutions, preferably in a public procurement setting.
Experience serving as a procurement liaison between an IT department and a centralized purchasing office is desirable. Responsibilities may include:
- Develop project scope and specifications with customers and technical subject matter experts.
- Draft and review RFBs, RFPs, and RFIs.
- Evaluate proposals and bids.
- Monitor contract expenditures and license compliance.
- Respond to contract award inquiries.
- Research historical and current procurement information.
- Gather requirements and obtain vendor quotes.
- Create and manage purchase orders.
- Track deliveries and process invoices.
- Manage procurement credit cards and perform monthly reconciliation.
- Apply Asset Management best practices.
- Utilize knowledge of IT applications, infrastructure, procurement, and contract law.
- Ensure compliance with federal, state, and City regulations.
- Communicate effectively with stakeholders at all levels of the organization.
- Manage competing priorities while delivering detailed and accurate work products.

Technical & Professional Requirements
- Proficiency in Microsoft Office is required.
- Experience with a financial ERP system, particularly CGI Advantage, is highly desirable.
- Strong knowledge of IT procurement, contracts, licensing, asset management, and related processes.
- Strong communication, organization, and negotiation skills.
- Ability to work collaboratively with peers, vendors, customers, and business partners.
- Customer-focused approach and strong attention to detail.
Must-Have Qualifications
- Any combination of training, education, and experience equivalent to graduation from an accredited college or university with a bachelor’s degree in Purchasing, Public Administration, Business Administration, or a related field.
- Considerable (3–5 years) professional-level experience involving procurement of equipment and services and contract administration within a formalized purchasing program, preferably in a municipal environment.
- Experience with Microsoft Office Suite.
Preferred Qualifications
- IT procurement and contract administration experience.
- License compliance management and/or asset management experience.
- Experience with financial ERP systems.
- College-level coursework in purchasing, public procurement, financial accounting, business or contractual law, or computer technology-related subjects.
- Professional certification as a Certified Technology Procurement Executive (CTPE) or Certified Professional Contracts Manager (CPCM).
