Job summary

Steampunk is seeking an IT Portfolio Manager to lead portfolio optimization for a large federal technology portfolio, targeting elimination of redundant investments and measurable cost avoidance and savings.

You will conduct portfolio analysis, develop audit-ready cost analyses, and partner with financial stakeholders to report on risk, savings, and mission-aligned investments. Local to Baltimore metro area, willing to go on client site at least 2 days a week.

Qualifications

• U.S. government security clearance (ability to obtain/maintain).
• Bachelor's degree required.
• 8+ years in IT portfolio management or technology investment analysis.
• Proven ability to build audit-ready cost analyses distinguishing savings vs avoidance.
• Strong financial/cost analysis skills; experience with CPIC or TBM.

Overview

Steampunk is seeking an IT Portfolio Manager to lead portfolio optimization for a large federal technology portfolio, targeting elimination of redundant investment and measurable cost avoidance and savings.

Contributions

• Conduct IT portfolio analysis and deliver quarterly optimization recommendations grounded in a reuse-before-buy-before-build philosophy
• Deliver the Redundant Investment Identification Report and Shared Services Adoption Roadmap against target thresholds (15+ redundant investments; 30% increase in shared-services adoption)
• Build COR-approvable Cost Impact Analyses that distinguish cost savings (retrospective, validated against actuals/budget) from cost avoidance (prospective, projected), developed iteratively with financial stakeholders
• Feed portfolio-level duplication and risk findings into the program's authoritative inventory and executive dashboards
• Document and validate cost avoidance and savings supporting the program's quarterly performance evaluation

Qualifications

• Ability to obtain and maintain a U.S. government security clearance
• Bachelor's degree
• 8+ years of IT portfolio management or technology investment analysis experience
• Demonstrated ability to build audit-ready cost analyses distinguishing cost savings from cost avoidance
• Strong financial/cost analysis skills
• Experience with IT investment/portfolio management frameworks such as Capital Planning and Investment Control (CPIC) or Technology Business Management (TBM)
• Strong written and verbal communication skills, including the ability to present and defend cost analyses to government financial and acquisition stakeholders
• Local to Baltimore, MD metro area and willing to go on client site at least 2 days a week

Preferred:

• Federal environment experience, including familiarity with FITARA and related IT investment governance requirements
• Experience driving shared-services or investment-consolidation initiatives at enterprise scale
• PfMP (Portfolio Management Professional) certification

The projected compensation range for this position is $110,000 to $175,000. The estimate displayed represents a typical annual salary range for this position.
