Job summary

BERKELEY COUNTY GOVERNMENT is seeking an experienced IT supervisor to lead professional staff, mentor teams, and steer projects to meet department goals. The role requires directing IT operations, coordinating with elected officials, directors, and vendors, and maintaining courteous service to the public.

Responsibilities include staffing, performance management, budgeting, system architecture, project planning, troubleshooting, and ensuring customer satisfaction.

Job description

This position typically provides supervision of professional staff and leadership, mentoring and guidance necessary to successfully achieve the departmental goals; and deals courteously and professionally with coworkers and the public.

ESSENTIAL JOB FUNCTIONS:
  • Consults with IT staff, Elected Officials, Department Directors, supervisory staff, consultants and vendors to gather information about program needs, objectives, functions, features and input/output requirements.
  • Supervision of the Information Technology staff, Administration Services staff and the Radio Shop. Including evaluation, training, resource allocation, and mentoring.
  • Hiring, firing and discipline of direct reports as necessary, with input from the Chief Information Officer.
  • Manage the architecture, design, planning, organization and implementation of county IT projects.
  • Develop and lead technical teams, build budgets, and as needed provide hands‑on technical support.
  • Responsible for obtaining information from subordinates and cataloging configurations, procedures, and best practices implemented.
  • Responsible for end user customer satisfaction.
  • Communicate with other departments and vendor support services to report and resolve software, hardware and operations problems. Coordinates with other departments for completion of internal projects.
  • Research and evaluate new system related technologies, installing and testing upgrades, collecting and analyzing system function and memory utilization.
  • Maintain contractor provided application systems including support and oversight.
  • Researches and evaluates software to assist in programming or to use as application platforms.

Special Requirements:
  • Departmental testing may be administered during interview;
  • A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.
  • U.S. citizenship required pursuant to security investigation for clearance if selected for the position.
  • This is a safety sensitive position and is subject to random drug and alcohol testing.
Knowledge, Skills and Abilities:
  • Knowledge of personal computers, communication infrastructure (ISP & OSP) and peripheral devices with a good understanding of the Internet application systems environment.
  • Cisco CCNA certification preferred.
  • Knowledge and experience with local government property and tax applications preferred.
  • Skill in resolving and preventing problems by determining root causes through investigation and action to resolve current and prevent future issues.
  • Skill in implementation, conversion and applications development.
  • Skill in excellent oral and written communications.
  • Skill in performing supervisory duties.
  • Skill in organization, detail orientation and multi-tasking.
  • Ability to produce procedures and technical reports.
  • Ability to prepare purchase orders.
  • Ability to make budget recommendations and manage the budget.
  • Ability to establish policies for using, acquiring and maintaining technology systems.

This position requires the employee to sit and use hands to handle or operate objects, tools or controls; reach with hands and arms; and talk and hear. The employee must occasionally lift and/or move up to twenty‑five (25) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.The work is regularly performed in a safe and secure work environment that may periodically have unpredicted requirements or demands. Normal working hours are Monday through Friday from 9:00am to 5:00pm with the ability to work flexible hours when necessary. This position is considered emergency essential and the employee must be available for service calls outside of normal working hours. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties during emergency situations.
