This position serves our partners at Minnesota’s largest state agency, the Department of Human Services (DHS). The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.

As an Office Operations Analyst with Minnesota IT Services (MNIT), partnering with the Department of Human Services (DHS), you play a central role in ensuring smooth, efficient, and well-coordinated office and administrative operations. This position blends administrative support, business analysis, operational coordination, and project management to meet complex organizational needs and advance MNIT and DHS strategic goals.

You will streamline office workflows, support division-wide initiatives, and drive continuous improvements in processes, documentation, and operational efficiency. While the role interfaces with IT services, the primary focus is on optimizing administrative processes, managing office resources and equipment, overseeing procurement and invoices, coordinating travel and supply needs, and maintaining records and shared content across teams.

The position requires strong organizational skills, clear and accessible communication, and the ability to collaborate effectively with both technical and non-technical stakeholders. You will support the Chief Business Technology Directors, managers, supervisors, and staff across multiple divisions, providing executive-level operational insight, guidance, and administrative assistance.

In addition, you will represent MNIT at DHS on delegated activities, contribute to departmental policy and process implementation, and ensure accurate documentation, budget coordination, and support for multiple financial and administrative functions. The role also includes responsibility for virtual collaboration through Microsoft Teams, maintaining shared sites, and facilitating effective communication channels.

This position requires an employee to work onsite at 540 Cedar Street, St. Paul, Minnesota at least 50% [or more or less if space limitations remain] of the time, with limited telework available. Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligibility depends on residence:

  • Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.

  • Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.

  • Candidates living 50 miles or more from the worksite in a bordering state may work onsite 100% or may be telework eligible if relocating within 50 miles.

Minimum Qualifications

Experience must include:

  • Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.

Preferred Qualifications
  • Experience conducting process mapping, workflow analysis, gap analysis, organizational studies, or process-improvement activities.

  • Experience developing or revising administrative policies, procedures, process maps, guidelines, forms, templates, or training materials.

  • Experience using purchasing, financial, customer-management, or service-request systems, such as SWIFT, EIOR, CRM, or ticketing systems.

  • Experience coordinating operational activities, including recruitment scheduling, employee onboarding and offboarding, workspace assignments, equipment, building access, office moves, safety planning, travel, or training.

Strongly Preferred Qualifications
  • Experience providing confidential administrative and analytical support to division directors, executives, or senior management within government or another large, regulated organization.

  • Experience independently leading process-improvement initiatives, including gathering stakeholder input, identifying operational gaps, recommending solutions, documenting revised processes, and supporting implementation.

  • Experience coordinating multiple operational functions, including procurement, expense tracking, personnel activities, office operations, facilities, safety coordination, service-request dispatching, or executive support.
