Job summary

Responsibilities

• Direct city-wide IT and telecommunications systems and service delivery.
• Design, implement, monitor and maintain the 5-year technology plan.
• Manage programs, contracts, services, and activities including security.
• Prepare IT budget and forecast staffing, equipment, and supplies.
• Establish project priorities with City staff and resolve IT issues.
• Develop and enforce policies to improve IT productivity and efficiency.
• Ensure continuity of operations in the absence of the IT leadership.
• Oversee installations of new or replacement IT systems and inventory.
• Coordinate privacy and security policy implementation and training.
• Conduct risk assessments and security standard development.
• Negotiate with vendors for cost-effective hardware and software.
• Train and supervise staff; improve processes and efficiency.
• Develop subordinates’ knowledge and skills for success.

Education

Position: IT Manager (Classification - FTExempt)

Salary Range: $105,000 to $125,000 D.O.Q.

General Purpose:

This position is responsible for directing City-wide Information Technology, telecommunications systems, and service delivery. This position serves as the department head for Information Technology and facilitates the delivery of effective and secure technology for City government.

Position Type/Expected Hours of Work:

This is a full-time position. Days of work will be Monday-Thursday 7:30 a.m. - 5:30 a.m. and Friday 7:30 a.m. - 11:30 a.m.

Essential or Primary Duties:

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

1. Ensure the consistency and maintainability of existing applications by creating, maintaining, and enforcing standards and procedures for implementing technical solutions.
2. Responsible for designing, implementing, monitoring, and maintaining the 5-yr technology plan.
3. Manage, supervise, and coordinate programs, contracts, services, and activities including system administration, technology infrastructure, hardware and software installation and support, programming, network and communications administration, equipment acquisitions and cost benefit analysis and cyber security.
4. Prepare the Information Technology budget, participates in the forecast of additional funds needed for staffing, equipment, materials, supplies and administers the approved budget.
5. Confer with City employees to determine information needs, to establish project priority, and to assist with resolution of computer problems.
6. Develop and implement policies and procedures and provide direction and training necessary to increase the productivity and efficiency of IT personnel and functions.
7. Ensure continuity of operations in the absence of the Director of Strategy and Innovation.
8. Plan and oversee all installations of new or replacement IT systems. Maintain a detailed equipment inventory of all computer equipment and software.
9. Coordinate the establishment, implementation and adherence to privacy policies and procedures that guide and support the provision of information security services.
10. Conduct risk assessments and analysis to help the City develop security standards and procedures.
11. Manage and monitor the prevention, detection, containment, and correction of security breaches.
12. Conduct negotiations with vendors on computer, hardware, software, servers, and telephone equipment to ensure the most economical price.
13. Train, discipline, evaluate and supervise subordinates; perform continual inspections of operational and administrative functions and activities to identify inefficient or ineffective processes and provides workable solutions.
14. Develop the knowledge, skills, and abilities of subordinates to enhance their probability of success.
15. Perform special assignment, research, monthly reports or other related duties and tasks as requested, required, or instructed.
16. Perform duties other department personnel on a relief basis as needed.
17. Responsible for the dissemination of information security awareness to all City employees and the management the Cyber Security Training program in accordance with Texas House Bill 3834 and Texas Senate Bill 1118 and relevant City Ordinances.
18. Adhere to departmental, personnel, and safety policies and procedures.
19. Inform supervisor of all work activities.
20. Perform other related duties as assigned.

Minimum Qualifications:

• Bachelor’s degree in Information Science, Computer Science, Business, or a related field; or equivalent experience.
• A minimum of 3 to 5 years of progressively responsible experience in Information Technology.

OR

• An equivalent combination of experience, education, and training providing the required knowledge and skills may be considered.
• Must have a valid Texas driver’s license.

Other Job Requirements:

• Must have and maintain valid automotive insurance on personal vehicle used to conduct work
• Must successfully pass background checks from Texas state agencies, as well as Federal agencies with an additional requirement to maintain security clearance as required by agencies associated with and working for the City of Melissa
• Experience and knowledge of the Information Technology Infrastructure Library (ITIL).
• Experience in the preparation of technology budgets.
• Able to lift a minimum of 50 pounds.
