Qualifications

  • Ability to obtain and maintain Public Trust security clearance
  • Experience supporting IT governance, PMO, IT service management, program management, or performance-management functions in an enterprise or federal IT environment.
  • Experience with ITIL-aligned service management and governance processes.
  • Experience managing risks, issues, dependencies, corrective actions, and performance reporting.
  • Strong analytical, communication, documentation, organizational, and facilitation skills.
  • Ability to coordinate across technical, management, government, and contractor stakeholders.
  • ITIL 4 Foundation.
  • PMP or equivalent program-management certification preferred.

Responsibilities

  • Establish and maintain IT governance processes, procedures, reporting mechanisms, and management controls supporting TOMCAT service delivery.
  • Monitor SLA performance, operational metrics, service trends, and performance objectives across service areas.
  • Coordinate recurring governance forums, operational reviews, PMRs, working groups, and stakeholder meetings.
  • Maintain risk, issue, opportunity, dependency, and corrective-action registers and coordinate mitigation activities.
  • Track commitments, milestones, dependencies, deliverables, staffing considerations, and performance across assigned workstreams.
  • Develop executive dashboards, management reports, status briefings, and performance reporting.
  • Analyze operational data to identify service risks, recurring issues, performance trends, and improvement opportunities.
  • Coordinate corrective actions across PMO, service delivery, cybersecurity, engineering, quality, and other functional teams.
  • Support audit readiness, compliance reviews, quality assurance, and maintenance of supporting evidence.
  • Ensure accurate information is maintained within approved systems of record.
  • Coordinate governance activities across ITSM/ITOM, enterprise infrastructure, cybersecurity, critical incident management, project management, and other TOMCAT service areas.
  • Support transition, operational readiness, stabilization, and continual-improvement activities.

Leidos is seeking highly qualified professionals to support the TSA TOMCAT Program. Positions Summary

The IT Governance & Service Management (PMO) position provides centralized governance, service management oversight, performance management, risk management, and program-control support across the TOMCAT environment. The position ensures that IT service delivery remains aligned with TSA requirements, contract objectives, ITIL-aligned processes, SLA commitments, operational priorities, and continuous-improvement objectives.

The position serves as a central coordination point among program management, service owners, technical teams, cybersecurity, quality assurance, stakeholders, and TSA leadership. The role provides management visibility into service performance, risks, issues, dependencies, corrective actions, and improvement initiatives.

Work Location

Remote, with onsite presence as required by program leadership.

Essential Duties

  • PMP, ITIL 4, PMI-RMP, or comparable certification.

Pay Range:Pay Range $73,450.00 - $132,775.00
