The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.

Duties

  • You will serve as the advisor and consultant for the design, testing, evaluation, and Research and Development support for naval shipboard navigation distribution systems.
  • You will provide the strategy for the design and testing of Submarine ECDIS and VMS Control Systems.
  • You will oversee teams, projects/programs, analyze results, report status and progress, and organize program reviews.
  • You will oversee testing, integration, and configuration of NECDIS onboard Submarines.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Cyberspace Workforce position, work role code 632 Systems Developer, proficiency level Advanced. The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing information technology program management for submarine navigation or control systems for an organization.
