Job Description
  • Req#: 732988400
  • This position is located in the USDA's Office of Chief Information Officer (OCIO), Information Security Center (ISC).
  • The OCIO oversees all aspects of developing, delivering, and defending USDA information technologies. The IT Investment/Portfolio Manager will be responsible for directly managing information technology projects.
Duties
  • Manage a portfolio of IT investments aligned with mission and enterprise priorities.
  • Assess cyber policy needs, develop policies, manage budgets, oversee cyber investments, and address workforce planning issues.
  • Ensure acquisitions and outsourcing meet information security requirements.
  • Advise senior leadership on cybersecurity posture changes.
  • Collaborate to establish enterprise continuity, strategy, and mission assurance programs.
  • Evaluate procurement functions for security and supply chain risks, recommending improvements.
  • Conduct risk, feasibility, and trade-off analyses to develop requirements and specifications.
  • Develop enterprise security contexts and define baseline security requirements per IA standards.
  • Define SLAs and contracts that specify services and monitoring measures.
Requirements
  • Must be a US Citizen or US National.
  • Males born after 12/31/1959 must be registered with the Selective Service or be exempt.
  • Satisfactory background investigation and/or fingerprint check required.
  • Completion of a one-year probationary period unless previously served.
  • Must have direct deposit set up as per federal law.
  • Pass the E-Verify employment verification check.
Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date, including specialized experience and/or education.

Specialized Experience: For GS-14, one year of experience at GS-13 level or equivalent, involving:

  • Budgeting, expenditure monitoring, and financial assessment.

Note: Experience includes paid, unpaid, volunteer, and service programs. All qualifying experience counts.
