Req#: 732988400 This position is located in the USDAs Office of Chief Information Officer (OCIO), Information Security Center (ISC).
The Office of the Chief Information Officer consists of four centers covering all aspects of developing, delivering and defending USDA information technologies. For this position IT Investment/Portfolio Manager has the responsibility for directly managing information technology projects.
Duties
- Manages a portfolio of IT investments that align with the overall needs of mission and enterprise priorities.
- Assesses cyber policy needs and develops policy to govern cyber activity, prepare cyber budgets, manage cyber investment portfolios, and identify and address cyber workforce planning and management issues.
- Ensures that all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals.
- Advises appropriate senior leadership or Authorizing Official of changes affecting the organization's cybersecurity posture.
- Collaborates with stakeholders to establish the enterprise continuity of operations program, strategy, and mission assurance.
- Evaluates the effectiveness of procurement function in addressing information security requirements and supply chain risks through procurement activities and recommend improvements.
- Conducts risk analysis, feasibility study, and/or trade-off analysis to develop, document, and refine functional requirements and specifications.
- Develops an enterprise system security context, a preliminary system security concept of operations, and define baseline security requirements in accordance with applicable information assurance (IA) requirements.
- Ensures that appropriate Service-Level Agreements (SLAs) and underpinning contracts have been defined that clearly set out for the customer a description of the service and the measures for monitoring the service.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
IT Competencies:
Individuals must have IT-related experience demonstrating each of the four competencies listed below.
1. Attention to Detail-Is thorough when performing work and conscientious about attending to detail.
2. Specialized Experience:
Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing at least one of the following: (1) Managing and supporting the acquisition life cycle, including planning, determining specifications, selecting, and procuring information and communications technology (ICT) and cybersecurity products used in the organization's design, development, and maintenance of its infrastructure to minimize potential risks and vulnerabilities; (2) Managing a portfolio of IT investments that align with the overall needs of mission and enterprise priorities; AND (3) Preparing, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
