Job summary

Jackson Energy Authority in Jackson, TN is seeking an executive to lead the Applications Development division. You will oversee staff, direct project delivery, and ensure software aligns with business goals across the enterprise.

The role requires a strong background in application development/maintenance, strategic thinking, and proven ability to manage budgets and cross-functional teams. This position is full-time, on-site within Tennessee.

Qualifications

  • Bachelor's degree in computer science or related field.
  • 10+ years of information technology project leadership experience.
  • At least 2 years of direct supervisory experience.

Responsibilities

  • Ensures that applications meet business requirements and systems goals. Fulfills end-user requirements and identifies and resolves systems issues.
  • Reviews and analyzes existing applications effectiveness and efficiency, then develops strategies for improving or leveraging these systems.
  • Negotiates contracts with software and service providers.
  • Designs, develops, and installs application enhancements and upgrades.
  • Analyzes documentation and technical specifications of any new application under deployment or consideration to determine its intended functionality.
  • Ensures that any new software integration into company systems meets functional requirements, system compliance, and interface specifications.
  • Researches and makes recommendations on software products and services in support of procurement and development efforts.
  • Evaluates, installs, configures, and deploys new applications, systems software, products, and/or enhancements to existing applications throughout the enterprise.
  • Facilitates multidisciplinary project teams in accomplishing strategic goals.
  • Oversees the development, purchase, and support of software solutions.
  • Facilitates communication to upper management.
  • Uses project management discipline for small- and large-scale projects.
  • Oversees the creation of technical documentation and user procedure documents for software systems installed and/or customizations performed.
  • Assists employees with troubleshooting procedures for resolving user problems.
  • Accomplishes financial objectives by forecasting requirements, preparing an annual budget, scheduling expenditures, analyzing variances, and initiating corrective action.
  • Directs technological research by studying organization goals, strategies, practices, and user projects.
  • Designs, develops, implements, and coordinate systems, policies, and procedures.
  • Handles annual budget and ensure cost effectiveness.
  • Identifies, recommend, develops, implements, and supports cost-effective technology solutions for all aspects of the organization.
  • Performs additional duties as requested.
  • Assumes overall management responsibilities for all aspects of the applications development department and staff.
  • Selects, schedules, and assigns work.
  • Trains and develops staff, clients, and other JEA employees.
  • Performs performance appraisals.
  • Develops department budget.

Position Summary

Responsible for maintaining the organization’s repository of software applications through best practices and the appropriate staffing and management of a technical team. Responsible for planning and coordinating the processes required for the provision of user applications and systems necessary for business operations. Provides software development and support for all user departments.

Criteria
Education/Experience

Bachelor’s degree in computer science or related field and a minimum of 10 years of experience in information technology project leadership. Experience to include at least two years of direct supervisory experience.
