The City of Lake Stevens is seeking an IT Applications-Data Analyst to align IT services with city needs by analyzing and validating enterprise data workflows and applications. You will drive AI-enabled processes, BI reporting, and automation across departments.
You will collaborate with IT staff and stakeholders to design digital solutions, train end-users, and document procedures, while contributing to citywide data governance and performance improvements.
This position ensures the IT Department aligns with the City's evolving business needs and those of its customer departments by eliciting, analyzing, and validating enterprise applications, services, and data workflows. The role identifies opportunities to streamline business processes and recommends strategies to optimize the use of existing and emerging technologies—including artificial intelligence (AI), data analytics, and automation—to achieve departmental and citywide goals.
The incumbent collaborates with IT staff and department stakeholders to understand operational needs and business processes and leads the development of digital solutions such as web/mobile applications, automated workflows, dynamic forms, reports, business intelligence (BI) dashboards, and technical documentation. The position also supports the creation of standard operating procedures, end-user training, and technology adoption initiatives across the City.
The position exercises independent judgment in analyzing problems, identifying opportunities, and implementing innovative solutions that leverage both traditional IT and emerging AI technologies.

While performing the duties of this job, the incumbent is regularly required to use hands to finger, handle, or feel; talk; and hear. The incumbent frequently is required to sit for extended periods of time and type on a keyboard for extended periods of time. The employee is occasionally required to stand; walk; reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 35 pounds. Specific vision abilities required by this job include close, distance, color, and peripheral vision; depth perception; and the ability to adjust focus.
Work is performed in a typical office environment subject to working outside of normal working hours to meet critical timelines or to provide support in department emergency response events. While performing the duties of this position, the incumbent is subject to multiple interruptions by telephones and walk-ins by employees, elected officials and citizens; may be exposed to individuals who are irate or hostile. The noise level in the work environment is usually moderate to loud. Typical business office machinery and equipment include, but not limited to, personal computer including database programs, spreadsheet and word processing software, printer, and telephone.
May be required to work beyond regular working hours to respond to customer support requests or 24/7 IT-related emergencies. Evening or variable hours may be required.
Bachelor’s degree from an accredited educational system in computer science, data science, information systems, or related field. Master’s degree in data analytics, AI/ML, or business intelligence preferred.
Three (3) years experience in data analysis, integration and governance, AI tools and design studios (e.g., Dataiku, Azure AI Studio), and proven track record of managing data across multiple systems and monitoring data quality. Five (5) years’ experience in these areas is preferred.
