Job summary

The City of Lake Stevens is seeking an IT Applications-Data Analyst to align IT services with city needs by analyzing and validating enterprise data workflows and applications. You will drive AI-enabled processes, BI reporting, and automation across departments.

You will collaborate with IT staff and stakeholders to design digital solutions, train end-users, and document procedures, while contributing to citywide data governance and performance improvements.

Qualifications

  • Bachelor's degree in computer science, data science, information systems, or a related field.
  • Master’s degree in data analytics, AI/ML, or business intelligence preferred.
  • 3+ years in data analysis, integration and governance; AI tools experience; 5+ years preferred.
  • Knowledge of emerging AI tools and municipal context.
  • Proficiency in Python, SQL, data visualization, and API integrations.

Responsibilities

  • Respond to user requests for service, enhancements, and training across city applications and databases.
  • Coordinate cross-functional projects and vendor relationships; conduct stakeholder workshops to identify new technology and AI use cases.
  • Design and implement automated workflows and AI models to improve operational efficiency and citizen engagement.

Recruitment is now open for a new position within the IT Department!
IT Applications-Data Analyst

This position ensures the IT Department aligns with the City's evolving business needs and those of its customer departments by eliciting, analyzing, and validating enterprise applications, services, and data workflows. The role identifies opportunities to streamline business processes and recommends strategies to optimize the use of existing and emerging technologies—including artificial intelligence (AI), data analytics, and automation—to achieve departmental and citywide goals.

The incumbent collaborates with IT staff and department stakeholders to understand operational needs and business processes and leads the development of digital solutions such as web/mobile applications, automated workflows, dynamic forms, reports, business intelligence (BI) dashboards, and technical documentation. The position also supports the creation of standard operating procedures, end-user training, and technology adoption initiatives across the City.

The position exercises independent judgment in analyzing problems, identifying opportunities, and implementing innovative solutions that leverage both traditional IT and emerging AI technologies.

Essential duties and responsibilities may include, but are not limited to, the following:
  • Respond to user requests for service, enhancements, and training across city applications and databases.
  • Recommend and deploy new technologies and improvements based on field observations and user feedback.
  • Coordinate cross-functional projects and vendor relationships; conduct stakeholder workshops to identify new technology and AI use cases.
  • Maintains regular, predictable and reliable attendance.
Applications:
  • Administer user access and building RBAC roles permission linked to job classifications, ensuring secure and efficient system usage.
  • Maintain software integrations and troubleshoot application issues.
  • Prepare procedures for installation, documentation, use, and maintenance of applications.
  • Support and maintain the city’s website and content management systems.
  • Conduct site usage analysis and manage stale content cleanup.
  • Design and implement automated workflows using various techniques such as python, GIT, CI/CD tools, and Power Automate.
  • Create and manage dynamic forms and business process automation tools.
  • Design, tune, and deploy AI models to enhance operational efficiency and citizen engagement; monitor AI model performance and manage retraining schedules.
  • Develop and maintain Retrieval-Augmented Generation (RAG) chatbots and conversational agents.
  • Integrate AI systems with enterprise APIs and applications.
  • Document AI workflows and ensure transparency and explainability; participate in AI governance, risk assessments, and compliance activities.
Data:
  • Maintain structured and unstructured data in SQL, NoSQL, and time-series databases.
  • Create customized reports using Power BI, and other BI tools.
  • Support predictive analytics and data-driven decision-making; monitor data quality and mitigate bias in AI datasets.
PERIPHERAL DUTIES
  • Provides back-up to other IT Department positions as needed
  • Performs other duties as assigned.

Work is performed in a typical office environment subject to working outside of normal working hours to meet critical timelines or to provide support in department emergency response events. While performing the duties of this position, the incumbent is subject to multiple interruptions by telephones and walk-ins by employees, elected officials and citizens; may be exposed to individuals who are irate or hostile. The noise level in the work environment is usually moderate to loud. Typical business office machinery and equipment include, but not limited to, personal computer including database programs, spreadsheet and word processing software, printer, and telephone.

May be required to work beyond regular working hours to respond to customer support requests or 24/7 IT-related emergencies. Evening or variable hours may be required.

Education, Training and Experience Guidelines
Education:

Bachelor’s degree from an accredited educational system in computer science, data science, information systems, or related field. Master’s degree in data analytics, AI/ML, or business intelligence preferred.

Experience:

Three (3) years experience in data analysis, integration and governance, AI tools and design studios (e.g., Dataiku, Azure AI Studio), and proven track record of managing data across multiple systems and monitoring data quality. Five (5) years’ experience in these areas is preferred.

Any combination of education and experience, which provides the applicant withthe desired skills, knowledge and ability required to perform the job, may be substituted for these qualifications. Examples of these skills include:

LICENSE OR CERTIFICATE REQUIREMENTS:
  • Successful completion of position-relevant background check, including fingerprinting.
  • Must be able to obtain Information Services (CJIS) certification within 30 days of hire and maintain annually.
  • Microsoft Certified: Azure AI Engineer Associate (or equivalent) is preferred.
  • SharePoint Administration and Development certification is preferred.
  • Data Science or AI/ML certifications (e.g., TensorFlow Developer, AWS Machine Learning Specialty) is preferred.
