Key responsibilities include architecting disaster recovery plans, advancing DevOps and automation initiatives, mentoring junior team members, and partnering cross-functionally with agency leadership, compliance officers, and line-of-business stakeholders.

This position is currently a hybrid of both in-office (2 days a week required in office and any mandatory in office meetings) and remote work days (work must be performed in Utah). Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason. The office is located at the Taylorsville State Office Building, 4315 S 2700 W, Taylorsville, UT. All remote work must be performed within the state.

This job may be filled at either of the levels listed below. (Rate as listed or in accordance with DHRM Rules for current state employees.)

  • IT Analyst II, $35.97 - $61.12 per hour
  • IT Analyst I, $28.18 - $47.92 per hour
Key Responsibilities
  • Database Architecture & Cloud Integration: Contribute to database architecture design and cloud transitions across multi-cloud (AWS, GCP, Azure) and hybrid ecosystems, aligning technology initiatives with agency objectives and emerging industry best practices.
  • Multi-Platform Database Operations: Provision, manage, and support core enterprise database environments — including Oracle, MSSQL, Amazon RDS, PostgreSQL, and other cloud database technology — leveraging deep Linux OS expertise to optimize underlying host environments.
  • High Availability & Disaster Recovery: Architect and enforce comprehensive business continuity plans, robust backup strategies, and highly available architectures. Execute seamless, zero-downtime data migrations while maintaining strict RPO/RTO and data integrity standards.
  • Performance Tuning & Capacity Planning: Drive full-stack observability and system health. Resolve complex performance bottlenecks, execute advanced query/index tuning, and forecast capacity needs to ensure scalable, high-performance infrastructure.
  • DevOps & Automation Engineering: Streamline database lifecycle management by automating routine tasks and provisioning through scripting (Python, Bash) and Infrastructure-as-Code (Terraform, Ansible, CloudFormation) within CI/CD pipelines.
  • Security, Compliance, & Governance: Enforce stringent database security postures across all platforms, managing role-based access controls (RBAC), encryption, and compliance with regulatory frameworks.
  • Cross-Functional Leadership & Mentorship: Act as a strategic partner to line-of-business leaders, application developers, and analysts to optimize data solutions. Provide technical mentorship and operational guidance to elevate the broader DBA community.
  • Incident Response & Operational Reliability: Ensure continuous availability of critical database systems, which includes responding to incidents, troubleshooting complex code, and participating in a rotating after-hours on-call schedule.
Qualifications
  • Education & Foundation: Bachelor’s degree in Computer Science, Information Technology, or a related field plus 2+ years of hands‑on IT/database administration experience; OR 4+ years of progressive, practical database administration experience without a degree.
  • Multi-Platform & Cloud Expertise: Strong proficiency in at least two core enterprise platforms (e.g., Oracle, MSSQL, PostgreSQL) with hands‑on experience managing and optimizing deployments in AWS, GCP, or Azure.
  • Performance Optimization & SQL Mastery: Advanced SQL skills for complex querying and data manipulation, combined with proven experience tuning database performance and implementing full-stack observability tools.
  • Resilience & Disaster Recovery: Comprehensive working knowledge of high‑availability architectures and robust backup, recovery, and disaster recovery methodologies.
  • Database Security & Governance: Demonstrated success implementing and maintaining strict data security measures, including user permissions, role‑based access controls (RBAC), and encryption standards.
  • Analytical & Communication Skills: Proven ability to troubleshoot complex issues autonomously, collaborate across teams, and translate highly technical solutions effectively to various stakeholders.
  • On-Call / After-Hours Expectations: Ability to participate in a rotating after‑hours on‑call schedule to support critical incident response.
Preferred Qualificiations
  • DevOps & Infrastructure as Code (IaC): Hands‑on experience with configuration management tools (Terraform, Ansible) and version control (GitHub) within CI/CD pipelines for automated database provisioning.
  • Data Engineering & Modern Ecosystems: Familiarity with Data Warehousing, ETL processes, NoSQL databases (MongoDB, Redis), and streaming platforms (Kafka). Experience with managed cloud database services (e.g., Amazon Aurora, Google Cloud SQL, AlloyDB, BigQuery) is a strong plus.
