The City of Independence is recruiting for an Power Engineering Manager. This position will oversee the design and planning of the City’s electric transmission, distribution and production systems. This position will be open until filled.
GENERAL PURPOSE
Performs a variety of technical professional and managerial duties related todirecting, coordinating and overseeing the design and planning for the City's electric transmission, distribution and production systems.
SUPERVISION RECEIVED & EXERCISED
This position performs work under the general guidance and direction of the Power & Light Director.
Provides general supervision to the Engineering Supervisor, District Engineering Planning Supervisor, GIS Supervisor, System Protection Engineer, Division Administrative Specialist and Systems Program Supervisor.
ESSENTIAL FUNCTIONS
The Power Engineering Manager may perform a combination of some or all of the following duties, and perform related duties as assigned.
General Duties
MINIMUM QUALIFICATIONS
Education and Experience :
Graduation from an ABET accredited college or university with a Bachelor’s Degree in Electrical Engineering, specializing in power system engineering required (BSEE);
AND
Fifteen (15) years’ experience in electrical power systems engineering ;
OR
Twelve (12) years’ experience in electrical power engineering with a Master’s Degree in Electrical Power Engineering.
An equivalent combination of education and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Special Requirements and/or Qualifications :
Must be registered as a licensed professional engineer (PE) (in state of Missouri within 6 months of employment).
Must possess a valid driver’s license.
Must complete required NIMS level training within first six months of hire.
Knowledge, Skills, and Abilities :
Thorough knowledge of principles and practices of engineering pertaining to design and operation of electric transmission, distribution systems, substations, and general power plant operations and related all standards and codes.
Knowledge of applicable federal, local, and state regulations pertaining to the proper design and operation of electric transmission and distribution systems.
Knowledge of recordkeeping, report preparation, filing methods and records management techniques.
Knowledge of basic budgetary principles and practices.
Knowledge of basic Power Pool requirements; advanced NERC and FERC operations parameters, Project Management techniques, reports and procedures; administrative principles and practices, including goal setting and program budget development and implementation.
Knowledge of supervision techniques used to administer, train, maintain and support department staff; administration of staff and activities, either directly or through subordinate supervision.
Knowledge of methods and techniques of research, statistical analysis and report presentation.
Skilled in using tact, discretion, initiative and independent judgment within established guidelines; researching, compiling, and summarizing a variety of informational and statistical data and materials.
Skilled in organizing work, setting priorities, meeting critical deadlines, and following up assignments with a minimum of direction. Skilled in applying logical, cognitive and mathematical thinking to solve problems or accomplish tasks; computation and analysis, including trigonometry, geometry, algebra and calculus.
Skilled in communicating clearly and effectively, orally and in writing; planning, organizing, assigning, reviewing and evaluating the work of staff; selecting, mentoring and motivating staff and providing for their training and professional development .
Skilled in assisting with NERC compliance reporting .
Skilled in consulting and construction activities; preparing clear and concise reports, correspondence and other written materials.
Ability to understand, interpret and communicate complicated policies, procedures and protocols; read and understand electric power system engineering plans and specifications.
Ability to apply advanced mathematical concepts such as fractions, percentages, ratios and proportions to practical situations.
Ability to read and interpret documents including but not limited to safety rules, operation and maintenance instructions and procedure manuals.
Ability to read, analyze and interpret professional periodicals and journals, technical procedures and government regulations.
Ability to speak effectively before public groups and respond to questions; solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions in written, oral, diagram or schedule form; define problems, collect data, establish facts and draw valid conclusions.
Ability to use equipment and software including laptop/ desktop , SCADA EMS System, AUTOCAD, Vehicle, MS Office products, City of Independence management systems, e-mail, voice mail and related software, PLS CADD, SEL Accelerator.
Ability to act as the designated SME on analyzing and reporting requirements.
Work is generally performed in an office environment. Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers. The individual is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading. Frequent activity includes climbing, stooping, kneeling, crouching, crawling, use of hands to touch, handle, feel and reach, walking, sitting, talking, hearing, sitting, viewing computer screen, and repetitive motions.
