Job description

Purpose

The Investigator/Adjuster evaluates all claims filed against the City for bodily injury and/or property damage arising from a general liability or vehicular accident, providing recommendations and concluding each by settlement or denial.

Essential Functions
  1. Analysis and Administration
  2. Process a high volume of claims filed against the City, from initial contact with the claimant to settlement or denial.
  3. Draft correspondence, write denial letters to claimants and their attorneys, and draft recommendation letters to the Common Council.
  4. Review medical reports, establish the value of injury claims, and negotiate settlements.
  5. Analyze claims data and investigative reports from City departments.
  6. Serve as a resource to assist city departments with billing for damages.
  7. Refer physical inspection of property damage to an approved vendor when field inspection is necessary and review property damage estimates.
  8. Oversee the work of one clerical staff member by assigning duties, outlining methods, directing work in progress, monitoring progress of assigned work, and reviewing completed work.
  9. Investigation and Claimant Communication
  10. Serve as the first point of contact by responding to questions and complaints from claimants.
  11. Contact claimants or their attorneys, witnesses, and city personnel as required during the investigation.
  12. Inspect property damage and accident sites, take photos, and canvass for witnesses.
  13. Answer claim status requests and other general inquiries.

Conditions of Employment

Required to file a statement of economic interests per the Milwaukee Code of Ordinances Chapter 303 - Code of Ethics.

  • Bachelor’s Degree in business, accounting, criminal justice, risk management, or a closely related field from an accredited college or university.
  • One year of full-time adjusting experience in property, casualty, and/or commercial line insurance in a professional setting.

Equivalent combinations of education and experience may be considered.

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of insurance adjustment practices and principles for claims adjusting.
  • Knowledge of applicable laws, statutes, regulations, ordinances, and case law.
  • Knowledge of investigative methods, procedures, policies, and laws governing general liability claims under s. 893.80, Wis. Stats.
  • Knowledge of methods and techniques of general liability investigations and the applicable statute of limitations.
  • Ability to negotiate settlements.
  • Ability to prepare and maintain records, including investigative reports, activity logs, and settlement requests.
  • Ability to obtain claimant statements and respond to correspondence and telephone inquiries.
  • Ability to gather evidence from various sources, organize, verify, analyze, and draw conclusions.
  • Ability to read and interpret work-related documents including insurance policies, police reports, medical records, and bills.
  • Ability to use reasoning to gather information; apply laws, rules, and regulations; and make independent determinations.
  • Ability to utilize computer software, including databases and Microsoft Office products such as Word, Excel, and Outlook.

  • Ability to appropriately assign duties, outline methods, direct work in progress, monitor progress, and review completed work.

The current salary range (Pay Range 2IX) is $68,244-$86,854 annually, and the resident incentive salary range for City of Milwaukee residents is $70,292-$89,460 annually. Appointment above the minimum is possible based on experience and qualifications and is subject to approval.
