The Oregon Medical Board (OMB) in Portland seeks a self-motivated Investigator 3 - LD to join our Investigations team. This full-time, limited duration role offers hybrid schedule potential after training and is represented by SEIU.

Salary: $5,193.00 - $7,968.00 per month, or $62,316.00 - $95,616.00 per year.

The Oregon Medical Board (OMB) is looking for a self motivated team player with excellent investigation skills to join our fast-paced agency and serve as a member of our Investigations team. This announcement is for multiple full time, limited duration positions. This position may become eligible for a hybrid work schedule upon successful completion of a training period. This position is represented by the Service Employees International Union.

The mission of the Oregon Medical Board (OMB) is to protect the health, safety, and wellbeing of Oregon citizens by regulating the practice of medicine in a manner that promotes access to quality care. The OMB licenses, regulates and investigates Oregon medical doctors, doctors of osteopathic medicine, podiatrists, physician associates and acupuncturists. Here’s what you will do:

• Independently work to ensure licensees and applicants are in compliance with state statutes, las, and Oregon Medical Board policies.
• Receive, evaluate and investigate written or verbal complaints pertaining to fraudulent or illicit activities committed by licensees or applicants of the Board, allegations of violations of the Medical Practice Act or Chapter 847 of the Oregon Administrative Rules.
• Conduct complete, thorough and detailed investigations.
• Review assigned complaints, send out Notices of Investigation, request appropriate medical records, and create investigative files in a timely manner.
• Collect evidence in oral, written or physical form for use in Board meetings, hearings or court proceedings. Interview complainants, witnesses, and analyze, document and evaluate their testimony.
• Coordinate with other health boards, law enforcement, and other agencies to obtain/share investigative information.
• Participate in case discussions, and case analysis during Investigative Committee and Board meetings.
• Investigate complaints regarding the unlicensed practice of medicine.
• Receive verbal, electronic and/or written complaints against Licensees of the Board, alleging failure to comply with laws, rules or Board policy. Some individuals are dissatisfied with Board actions, aspects of the healthcare system, or treatment by a provider.
• Receive and return complaint calls and emails, provide education and instruction on how to file complaints of alleged violations of the MPA.
• Direct callers to appropriate resources when cases are not within the OMB’s jurisdiction.
• Enter information into database to ensure all case-related information is current and available to investigative staff.

What we’re looking for:

MINIMUM QUALIFICATIONS

Four years of recent (within last ten years) full-time investigative experience which included conducting fact finding; collecting and preserving evidence according to the rules of evidence; examining records; locating and interviewing witnesses to verify or disprove claims of suspected law violations; and writing investigation reports sufficient for use at administrative hearings or in court.

Examples of qualifying investigation experience are in areas such as law enforcement investigation, insurance investigation, investigative trial support, or financial fraud investigation.

College-level courses in Law Enforcement, Criminal Justice, Law, Accounting, or Auditing may be substituted on a year-for-year basis for up to one year of the required experience.

CANDIDATES who are the most competitive will possess the following skills, background, and areas of expertise: (Desired Attributes)

Preference may be given to applicants who have a variety of experience within investigative disciplines such as law enforcement (e.g. detective, narcotics investigator), administrative, medical care, civil, personnel, internal affairs, etc.

Must have a demonstrated ability to exercise discretion and independent judgement while maintaining objectivity and confidentiality.

NOTE: This position requires that you maintain a valid state driver’s license and obtain and maintain CJIS (Criminal Justice Information Services) clearance.
