Job Summary

Under the direction of the Director of Revenue and the Manager of Field Investigations, assists with theinvestigation unit to conduct investigation coordination efforts for all revenue and enforcement-relatedinitiatives. Maintains case documents, prepares files for the Administrative Hearings process, secures theproperty/evidence room, schedules appointments and coordinates departmental investigator training. Identifiescoordination activities for the investigative enforcement unit primarily in the areas of Tobacco Tax, FirearmTax, Gambling Tax and other Cook County Home Rule Taxes. Assists in the development of procedures,processes, evidence, inventory, administrative hearings, training and strategic planning. Performs other dutiesas assigned.

Knowledge, Skills, Abilities and Other Characteristics

Skill utilizing both research and data sources such as the internet, databases and paper resources. Thorough understanding of financial and accounting concepts. Excellent communication skills with the ability to gather and convey information to others. Ability to exercise diplomacy and relate to others in a professional, tactful, and respectful manner. Skill in Microsoft Word and Excel. Ability to proofread/verify/edit complex data and transcribe/cross-reference data from documents todatabases. Ability to follow-up in a thorough and timely manner regarding unresolved problems. Skill and accuracy in the control, organization, and maintenance of all files/records according to prescribeddepartmental procedures.Ability to perform duties in a discreet, confidential and thorough manner. Ability to multi-task, perform well under pressure and serve as back-up for other staff members as needed. Ability to analyze information and evaluate results in order to recommend the best solution and solve problems. Ability to work directly with the public, respondents and taxpayers; this includes servicing requests andinquiries from respondents, tipsters, and other agencies. Ability to work with and assist the Investigation Analyst. This position requires traveling to work assignments for which the employee must provide his/her ownadequate means of transportation. This position requires various types of physical exertion including walking, standing considerable lengths oftime, lifting, pulling, pushing and moving objects of moderate to heavy weight.

Minimum Qualifications:

  • Graduation from an accredited college or university with an Associate’s Degree in Business, Criminal Justice or Public Administration SUPPLEMENTED WITH three (3) years of full-time work experienceconducting investigations one (1) of which must include full-time work experience at a local, County, State or Federal government in the area of tobacco enforcement; compliance and/or audit; fraud; orcivil/criminal investigations.

-OR-

  • Graduation from an accredited college or university with a Bachelor’s Degree in Business, Criminal Justice or Public Administration SUPPLEMENTED WITH one (1) year of full-time work experience ata local, County, State or Federal government in the area of tobacco enforcement; compliance and/or audit; fraud; or civil/criminal investigations.

-AND-

  • Valid driver’s license with proof of automobile insurance.
  • Must be able to lift at least 50 lbs.

Physical Requirements

Medium Work involves exerting up to 20 to 50 pounds of force occasionally or 10 to 25 pounds of forcefrequently or an amount greater than negligible and up to 10 pounds constantly to lift, carry, push, pull orotherwise move objects.
