Job summary

The Aerospace Corporation in El Segundo, CA seeks an International Programs Systems Engineer (Project Engineer- International Programs & Enterprise Architect) to provide technical support and coordinate with counterparts to advance MILSATCOM and related space systems programs. Qualifications

The International Programs (IP) team’s mission is to collaborate with international governments, industry, and other U.S. Government departments and agencies on space systems development and acquisition in support of the Space Force Space Systems Command (SSC). Through close coordination with key U.S. departments and agencies, the IP team brings space systems expertise to develop space cooperation with international partners and commercial entities that enhances the U.S. DoD space architecture’s effectiveness and resiliency. We are looking for an International Programs Systems Engineer (Project Engineer- International Programs & Enterprise Architect), you will provide technical support and coordinate with counterpart organizations, management, and customers, to achieve the stated mission with a focus on the Military Satellite Communications (MILSATCOM) mission area, Battle Management, Command, Control, Communications, and Space Intelligence (BMC3I), Assured Access to Space (AATS), Space Sensing, Space Domain Awareness (SDA), and Space Control/Electronic Warfare (SC/EW).

The selected candidate will be required to work full-time on-site at our facility in El Segundo, CA.

What You’ll Be Doing
  • Provide technical and programmatic knowledge to USG customers to develop international space security cooperation partnerships enhancing the U.S. DoD space architecture.
  • Lead and facilitate exploratory and negotiating discussions between U.S. stakeholders and international partners to design and acquire space systems that are interoperable and complementary to the US DoD space war‑fighting capabilities and architecture.
  • Apply technical expertise and leadership skills for space systems acquisition to facilitate collaboration across various Aerospace and USG organizations, the SSC programs of record, and allied governments.
  • Collaborate with multiple missionaries to develop new partnerships and/or agreements operationally relevant to US war fighters.
  • Execute Building Partner Capacity (BPC) and Institutional Capacity Building requirements. Major efforts include USSOUTHCOM, USAFRICOM, and USINDOPACOM significant security cooperation initiatives.
  • Facilitate the application of the Arms Export Control Act while implementing the International Traffic in Arms Regulations (ITAR) for armaments cooperation, export control, technology transfer and foreign disclosure.
What You Need to Be Successful – Project Engineer – International Programs Systems Engineer

Minimum Requirements:

  • Bachelor’s degree from an accredited program in applicable STEM areas.
  • Demonstrated leadership skills with proven ability to maintain effective working relationships. with contractors, industry professionals, government customers, and technical staff.
  • Ability to work closely with US government on space systems acquisition, design, or production through engineering presentations, informal discussions, and courses of action decisions.
  • 6 or more years of increasing responsibility and experience in engineering and technical roles.
  • Experience in space systems engineering, acquisition, design, test, and production.
  • Possess initiative, persistence, and ability to self‑organize and accomplish work that meet aggressive timelines.
  • Knowledge of how SATCOM beyond line of sight, anti‑jam, Low Probability of Intercept (LPI)/Low Probability of Detection (LPD), Low Probability of Exploitation (LPE), and survivable comms capabilities are utilized.
  • Willing to travel domestically/internationally approximately 25%.
  • This position requires a current and active TS/SCI security clearance with potential for SAP access, which is issued by the U.S. government; and U.S citizenship is required to obtain a security clearance.
How You Can Stand Out

It would be impressive if you have one or more of these:

  • Advanced degree from an accredited program in applicable areas.
  • Acquisition and/or technical experience with U.S. and Allied systems in one or more mission areas, such as SATCOM, Launch, Space Domain Awareness (SDA) and Track (PNT), Battle Management Command, and Control (BMC3), Surveillance, & Reconnaissance and Tracking (SRT).
  • Previous operational experience with Low Probability of Intercept (LPI)/Low Probability of Detect (LPD), Low Probability of Exploitation (LPE), Low Probability of Detection (LPD), and survivable comms capabilities.
  • Program office experience, focusing on space systems architecture development or analysis.
  • Previous experience working the Arms Export Control Act, International Traffic in Arms Regulations (ITAR), export control, technology transfer, and foreign disclosure matters and/or in supporting international armaments cooperation agreements.
  • Hands‑on experience in developing cooperation agreements, and foreign military sales.
  • Previous experience working with allied nations, government agencies, academia, and industry.
  • Knowledge and development experience of international armaments cooperation agreements
