Role Type: Interim (6-Month Assignment)
Client: Confidential (Federally Chartered Commercial Bank)
Tatum by Randstad is seeking a Dallas-based Interim Senior Manager, Balance Sheet Management for an immediate 6-month engagement to step in and assume complete ownership of our client’s vacant Balance Sheet Management & ALM function.
In this hands‑on, high-visibility role, you will oversee interest rate risk (IRR), funds transfer pricing (FTP), and liquidity management for a federally chartered commercial bank. You will report directly to executive leadership and the CFO, present to ALCO and board‑level committees, and interface with the enterprise global Treasury team of the client's parent institution.
About the Client
Our client is a federally chartered commercial bank headquartered in the region, serving commercial and individual clients with comprehensive treasury management, lending, and deposit solutions.
With approximately $1 billion in assets, the institution combines a relationship‑driven community banking approach with the institutional backing and analytical rigor of a top‑tier global parent bank. The organization is currently making major investments in its Treasury and ALM infrastructure to meet the heightened analytical and regulatory expectations of both its parent company and regulatory bodies (Federal Reserve, FDIC).
Key Responsibilities
1. Balance Sheet & Interest Rate Risk (IRR) Management
- Scenario & Rate Shock Analysis: Own monthly EVE and NII rate shock and scenario analyses; present findings with concise risk narratives to ALCO and executive leadership.
- ALM Model Administration: Maintain and enhance the bank’s primary ALM model in Empyrean (Finastra). Govern deposit betas, decay rates, prepayment speeds, and loan repricing behavioral assumptions.
- Model Validation & Governance: Lead periodic model validations in coordination with Model Risk; document all methodology changes per SR 11-7 standards.
- Risk Monitoring & Strategy: Track repricing gap, duration of equity, basis risk, and option risk; evaluate NIM impact across balance sheet shifts and recommend hedging or strategy adjustments as needed.
- Parent Organization Alignment: Partner with the enterprise global Treasury team (Toronto/New York) on enterprise IRR reporting and methodology integration.
- FTP Framework Ownership: Administer and maintain the bank's FTP framework, including yield curve construction, rate setting, and methodology reviews.
- Business Line Partnering: Work with business leaders to align FTP rates with the marginal cost of funds, driving desired balance sheet behaviors (loan structuring, core deposit growth, duration management).
- Reporting & Margin Analysis: Produce monthly FTP reporting for ALCO and profitability analysis; explain rate movements and P&L impacts to executive and non‑technical stakeholders.
- Product Pricing Modeling: Evaluate FTP implications for proposed loan structures, deposit products, and wholesale funding options.
3. Liquidity Risk & Regulatory Oversight
- Stress Testing & CFP: Prepare and maintain liquidity stress testing, Net Funding Gap analyses, and Contingency Funding Plans (CFP).
- Liquidity Source Monitoring: Monitor contingent liquidity capacity (FHLB, Fed Discount Window, brokered CDs, AFS portfolio).
- Regulatory Compliance: Ensure alignment with SR Letter 10-6, SR 11-7, FDIC FIL-2-2012, and state banking standards. Serve as the primary subject matter expert during regulatory exams for IRR and liquidity methodology.
4. Modeling & Supplemental Analytics
- Leverage Empyrean for scenario modeling, cash flow projections, and behavioral assumption testing.
- Build custom validation and ad-hoc analysis tools using Excel and/or Python.
Qualifications & Requirements
- Availability: Local to Dallas, TX, and available to immediately commit to a 6-month interim assignment.
- Experience: 5–10 years of progressive ALM, Treasury, or Balance Sheet Management experience at a bank (experience with $10B+ institutions or global parent matrix environments strongly preferred).
- Hands‑on FTP & ALM Experience: Proven track record running full‑cycle ALM (model operation, assumption governance, ALCO reporting, regulatory interactions) and hands‑on FTP administration.
- Software Expertise:
- Required: Direct, hands‑on experience using Empyrean ALM software (Finastra) to run rate shock scenarios, maintain assumptions, and build reports.
- Required: Experience with FTP systems/modules (Empyrean FTP module, QRM, or equivalent).
- Technical Skills: Advanced Excel financial modeling; experience with Python or R is a plus. Solid understanding of fixed/variable rate loans, MBS/CMO, interest rate swaps, caps/floors, and FHLB advances.
- Communication: Superior capability to translate complex quantitative model outputs into clear executive narratives for CFOs, board members, and regulatory examiners.
- Education: Bachelor’s degree in Finance, Economics, Mathematics, or a related quantitative field. CFA, FRM, or MBA is advantageous.
