Job summary

City of Boulder is seeking a high-level leader for the Office of Cultural and Economic Development (OCED) to guide operations during a growth phase. This fixed-term 18–24 month appointment focuses on sustaining organizational infrastructure, cross-department collaboration, and strategic initiatives.

The role entails leading four areas—economic development, urban development, and arts and culture—while coordinating with City Manager's Office and external partners to ensure long-term success.

Qualifications

• Minimum eight (8) years of increasingly responsible experience in public administration, economic development, arts administration, urban planning, or related field.
• Five (5) years of supervisory and management experience, including direct management of professional staff.
• Ability to build and maintain trust-based relationships with diverse stakeholders.
• Excellent verbal and written communication skills for diverse audiences.

Responsibilities

• Provides day-to-day operational leadership for OCED functions and staff.
• Plans and positions OCED work for future growth and alignment with strategic plans.
• Supervises managers of economic development and arts/culture programs.
• Oversees budgets, grants, and financing tools like TIF and special districts.
