Title:Interconnectivity Engineer 3
Location: Emerson Laurel, MD

Serves as the Communications/Network Engineering Team Leader, including overall leadership responsibility for Communications/Networks Engineers. Resolves complex network problems, operate network analyzers, WAN test equipment and network simulators. Supports and provides site personnel training on network fundamentals and specific network hardware. Performs network services from network design through implementation, maintenance, and upgrading of existing networks. Analyzes network
characteristics (e.g. traffic connect time, transmission speeds, packet sizes and throughput), troubleshoots
problems and recommends procurement of and/or modifications to network components. Possess advanced written and verbal communications skills. Serves as the single point of contact for all complex Networking requirements. Assists other project members with analysis and evaluation and with the preparation of
recommendations for system improvements, optimization, development, and/or maintenance efforts in the following specialties: information systems architecture; networking; telecommunications; automation; communications protocols.

The Level 3 Interconnectivity Engineer shall possess the following capabilities:

  • Establishes system information requirements using analysis of the information engineer(s) in the development of enterprise-wide or large-scale information systems.
  • Designs architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces.
  • Ensures these systems are compatible and in compliance with the standards for agency IT architectures, and profiles of standards as they apply to the implementation and specific to the solution for the platform, integration with other systems, and the external interfaces.
  • Ensures that the common operating environment is compliant with industry Enterprise standards and best practices.
  • Evaluates analytically and systematically problems of work flows, organization and planning and develops appropriate corrective action.
  • Provides daily supervision and direction to staff.
  • Develops engineering drawings for various reasons including site plans, electrical interconnects and mechanical plans for specialized hardware.
  • Responsible for understanding the needs of the customers and the realities of commercially available IT products, and creating requirements that will allow implementation by the architecture and engineering team and COTS products.
  • Configure and troubleshoot complex converged networks to increase bandwidth, improve response time, maximize performance, and support global operations.
  • Configure complex, end-to-end secure networks, troubleshoot integrated environments, anticipate and respond to network attacks and implement mitigation techniques.
  • Configure and troubleshoot advanced technologies to support service provider networks, such as service provisioning, MPLS, VPNs, service level agreements and advanced security.
  • Configure and troubleshoot storage area networks over variety of interfaces.
  • Configure complex end-to-end telephony network, troubleshooting and resolving VoIP-related problems.
  • Act as the central Point of Contact for the Planning, designing, implementing, operating and troubleshooting of an organization’s wireless network and mobility infrastructure.


Qualifications

  • Twelve (12) years of experience in programs and contracts of similar scope, type, and complexity is required.
  • Bachelor’s degree in engineering from an accredited college or university is required. Four (4) years of additional network engineering experience may be substituted for a bachelor's degree.


Certifications

  • IAT level II baseline certification as defined by DoD 8570.01-M is required.
  • Current CCIE Certification is required.
  • Domain Area(s) Specialized Requirements:
  • Business: Translating business requirements into network specifications
  • Computer Network Operations: Network Tools; Whats Up Gold and Netflow
  • SIGINT: SIGINT Tools, Common View/Max View, Triton, and TUMMS
