Job Description

We are seeking an experienced Intelligence Planner (Intelligence Plans Integration) – Senior to support the USCYBERCOM J2 mission and integrate Defense and National Intelligence support capabilities into comprehensive operational planning.

Contract Status

Proposal Phase/Contingent Upon Award.

Security Clearance

Active DoD TS/SCI with Polygraph required. We are not able to sponsor the clearance requirement.

Responsibilities
  • Apply intelligence expertise to facilitate integration of intelligence support across all phases of operational planning, ensuring collection, analytic, and targeting activities synchronized with DoD campaign plans and mission objectives.
  • Provide direct support for cyberspace intelligence planning activities in support of USCYBERCOM missions and recommend efficient resource utilization throughout planning.
  • Review and report on strategic guidance applicable to cyberspace intelligence operations, ensuring alignment with national security objectives and directives.
  • Coordinate and contribute to the production of National Intelligence Support Plans (NISP), Annex B, and Functional Support Plans (FSP) and ensure alignment with overarching operational and strategic priorities.
  • Assess ongoing intelligence planning efforts, recommend adjustments to production processes, and support adaptation based on evolving mission requirements.
  • Ensure intelligence planning activities are synchronized with J3, J5, and J7 battle rhythms and Cyberspace Intelligence Operations planning.
  • Assist government personnel serving as focal points for the Joint Planning Group (JPG) and/or Operational Planning Team (OPT) and communicate feedback to the J2/JIOC matrix team.
  • Develop, manage, and coordinate intelligence task lists, identify required support products, and assign responsibility to appropriate J2 divisions.
  • Coordinate, deconflict deadlines, priorities, and scope of intelligence production requests (PR) and services to meet mission requirements timely.
  • Coordinate requirements for Joint Intelligence Preparation of the Operational Environment (JIPOE) and other critical products.
  • Oversee production of FSPs and document Operational Instructions for command-wide programs.
  • Provide policy and strategy support to the Intelligence Directorate’s professionals.
  • Engage in coordination with command partners, both foreign and domestic, to inform strategic decision‑making and intelligence flow.
  • Manage portfolios for partner nations and agencies and facilitate information sharing agreements.
  • Coordinate with command, IC, and USG to enable whole‑of‑government strategic decision‑making.
  • Collect and analyze information on partner cyber intelligence capabilities and needs to develop effective analytical partnerships.
  • Identify, coordinate, and deconflict partner requests for intelligence information and integrate relevant stakeholders.
  • Collaborate with Intelligence and Defense professionals to synthesize a holistic view and develop actionable approaches to address shortfalls.
  • Develop methodologies to track progress against strategic initiatives and demonstrate proficiency in policy and strategy tasks.
  • Leverage intelligence tools and databases such as Intellipedia, SharePoint, PAC, BICES, Chippewa, Stoneghost, ISpace and others to support planning and collaboration.
Required Experience, Skills, and Education
  • Minimum 12 years of experience related to the labor category, with at least a portion of the experience within the last 2 years.
  • Master’s degree in a related area from an accredited college or university; or Bachelor’s degree plus an additional 5 years of senior experience for a total of 17 years, or additional years of experience may be considered in lieu of a degree.
Preferred Experience, Skills, and Education
  • Knowledge of Joint Planning and Intelligence Planning Processes, strategy and plans, including TCPs, TCOs, GCPs, or OPLANs, and U.S. national security strategy.
  • Experience coordinating analytic support to produce Joint Intelligence Preparation of the Operational Environment (JIPOE) products.
  • Deep familiarity with USCYBERCOM organizational structure and mission.
  • Experience supporting Joint operations across multiple warfare domains.
  • Knowledge of computer networking concepts, protocols, and network security methodologies.
  • Knowledge of risk management processes and assessment.
  • Knowledge of national and international laws, regulations, policies, and ethics related to cybersecurity.
  • Knowledge of cybersecurity principles, threats, and vulnerabilities.
  • Knowledge of operational impacts of cybersecurity lapses.
  • Knowledge of cloud computing service models (SaaS, IaaS, PaaS) and deployment models.
Pay and Benefits

Pay Range: $116,350.00 – $210,325.00. Additional compensation factors may include responsibilities, education, experience, skills, alignment with market data, and internal equity.
