Job summary

Leidos is seeking a Senior Offensive Cyberspace Operational Planner to support DoD Joint Planning processes underpinning USCYBERCOM operations. You will lead plans development, synchronize OCO operations, and integrate cyber capabilities with national strategic objectives in an on-site environment.

Applicants should hold a TS/SCI with Polygraph and a BA/BS in Computer Science or Cybersecurity, with eight-plus years in CO planning.

Qualifications

  • Eight-plus years of CO planning experience since 2015.
  • Familiarity with OCO concepts, capabilities, and authorities.
  • Formal training as a Cyber Operational Planner in DoD or IC.
  • Senior-level knowledge of Blue-space Cyber capabilities.

Responsibilities

Job Overview

Senior Offensive Cyberspace Operational Planner to support Department of Defense Joint Planning processes that underpin United States Cyber Command (USCYBERCOM) operations. Responsibilities include planning, coordination, and execution of cyberspace operations to support power projection in and through cyberspace in accordance with Joint and National Strategic Objectives. This role supports Leidos on‑site contract work with USCYBERCOM J3 (Operations), Cyber National Mission Force (CNMF), and Joint Task Force‑ARES (JTF‑ARES).

What You’ll Be Doing
  • Lead plans development and staffing processes within a collaborative environment to drive a range of Cyberspace Operations (CO) according to USCYBERCOM planning guidance and applicable Joint publications.
  • Lead development and synchronization of Offensive Cyberspace Operational (OCO) plans to deliver integrated cyber effects against adversary systems in support of Joint and National strategic objectives.
  • Support OCO through effective, timely, and relevant Joint planning support.
  • Drive integration and coordination of OCO and Defensive Cyberspace Operations (DCO) planning processes.
  • Drive targeting selection, validation, synchronization, and enable integration during the execution of activities within the Cyber Warfare domain.
  • Lead drafting and staffing of foundational planning documents such as Operational Plans (OPLANS), Operational Orders (OPORDs), and Fragmentary Orders (FRAGOs).
  • Support and lead, as appropriate, Joint Operational Planning Groups and Teams (OPG/OPT), and develop and integrate Cyberspace capabilities into plans.
  • Develop concepts of support, courses of action, integrate command and external capabilities, coordinate and document comprehensive plans.
  • Engage in, and provide situational awareness to, range of projects, Crisis Action Teams, and current operations activities supporting OPGs.
  • Demonstrate deep knowledge of cyber threats and attack methods emanating from state and non‑state adversaries and tiered vulnerabilities within Blue Space.
  • Review, approve, prioritize, and submit operational requirements for research, development, and/or acquisition of cyber capabilities and develop and maintain deliberate and/or CO crisis plans.
  • Integrate and synchronize intelligence planning activities with operational planning timelines.
  • Conduct long‑range, strategic planning efforts with internal and external partners in cyber activities.
  • Communicate complex information, concepts, or ideas in a confident and well‑organized manner through verbal, written, and/or visual means.
What Does Leidos Need From Me?
  • Active Top Secret/SCI (TS/SCI) security clearance with Polygraph.
  • BA/BS degree in Computer Science, Cybersecurity, or related field.
  • Eight plus years recent (since 2015) work experience as a CO Planner; waiver available for each year spent on a Combat Mission Team.
  • Familiarity with OCO concepts, capabilities, and authorities (Title 10 vs. Title 50) and mastery of applicable Joint Publications.
  • Formal training as a Cyber Operational Planner within the Department of Defense or Intelligence Community.
  • Senior‑level knowledge of Blue‑space Cyber capabilities and understanding of available Cyber infrastructure to conduct OCO.
  • Knowledge of the range of CO and their underlying intelligence support needs, topics, and focus areas.
  • Understanding of computer networking fundamentals and concepts, terminology, and operations across media (computer, telephone, satellite, fiber, wireless).
  • Ability to support timely, accurate, relevant analytical production including documents, summaries, issue papers, talking points, and briefings.
  • Proficiency in a fast‑paced collaborative environment with proactive multitasking and meeting short deadlines.
  • Strong interpersonal, critical thinking, and communication skills; ability to convey complex technical data to non‑technical consumers.
  • Ability to work across Department of Defense and Intelligence Community agencies.
Favorable If You Have
  • Master’s Degree in Computer Science, Cybersecurity, or relevant field.
  • Deep understanding of USCYBERCOM organizational structure and mission.
  • Extensive experience supporting Joint operations across multiple warfighting domains.
  • Experience incorporating Artificial Intelligence and Machine Learning into operations to increase efficiency and effectiveness.
  • Experience with Space‑enabled CO.
  • Joint Professional Military Education, Phase II (JPME II) graduate, or civilian equivalency.
  • Formal training within Cyber Warfare and Joint Operations.
  • Completion of Service‑specific or Joint Cyberspace Operational Planning courses.
  • Experience with development and delivery of CO‑related training and support for exercise planning and execution.
  • Familiarity with Data Science and applicability to CO.
  • Familiarity with Microsoft Power BI data visualization software.
  • Desired Certifications: DoD 8570 IAT Level II (CCNA Security, COMPTIA CySA+, COMPTIA Security+ CE, GICSP, GSEC, SSCP).
Pay Range

$107,900.00 – $195,050.00
