This position is located within the DHS, Office of Intelligence & Analysis (I&A). The role provides DHS and I&A leadership with timely intelligence to inform decision-making and serves as a liaison for I&A's integration in the National Security Enterprise, curating intelligence briefings for DHS leadership and proactively responding to executive requests.

Job description

This position is located in the Department of Homeland Security (DHS), Office of Intelligence & Analysis (I&A).

This position provides DHS and I&A Leadership with timely intelligence to inform decision-making while acting as a liaison for I&A's integration in the National Security Enterprise. The mission consists of curating intelligence briefings for DHS Leadership and proactively responding to the intelligence requests of executive customers.

Non-BU: This is a non-bargaining unit position.

GS-09 Level:

You qualify at the GS-09 grade level if you possess one of the following:

• One year of specialized experience, equivalent to the GS-07 grade level in Federal service or private sector, that demonstrates the ability to:
  • (1) Knowledge of the basic principles, concepts, and methodology of intelligence operations work gained through completion of a relevant master's educational program (or equivalent experience) and skill in applying this knowledge in carrying out developmental assignments designed to develop broader and more in-depth knowledge and skill to perform higher-level assignments;
  • (2) Knowledge of grammar, spelling, punctuation, and diction commonly-used in office settings to prepare documents and correspondence correctly from drafts or voice recordings;
  • (3) Skill in expressing ideas orally and in writing to perform assignments requiring presentation of materials orally and in writing. -OR-
• A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; -OR-
• A combination of successfully completed graduate level education and specialized experience (i.e. 6 months specialized experience and over 18 graduate level credits) as described above that, when combined, equal 100% of the total requirement. NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 level.

GS-11 Level:

You qualify at the GS-11 grade level if you possess one of the following:

• One year of specialized experience, equivalent to the GS-09 grade level in Federal service or private sector, that demonstrates the ability to:
  • (1) Knowledge of established intelligence collection principles, pertinent administrative regulations, and other guidelines plus skill in applying well-established information gathering, fact-finding and dissemination techniques;
  • (2) Knowledge of the DHS I&A homeland security intelligence missions and operations including a general knowledge of DHS component agencies and their missions;
  • (3) Skill in organizing and presenting data and trends in a variety of formats for presentation to superiors using spreadsheets, tables, charts and other tools; -OR-
• A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; -OR-
• A combination of successfully completed graduate level education and specialized experience (i.e. 6 months specialized experience and over 36 graduate level credits) as described above that, when combined, equal 100% of the total requirement. NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.

GS-12 Level:

Specialized Experience:

You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government or private sector, performing duties such as:

• (1) Advanced knowledge of DHS I&A homeland security intelligence mission and the role of both raw and finished intelligence reporting in the relationship between DHS, State/Local governments, and the Intelligence Community;
• (2) Skill in making formal presentations and representing I&A positions on intelligence issues and methods at forums at the highest levels of government or intergovernmental coordination; and/or
• (3) Strong customer service and interpersonal skills in order to maintain effective working relationships with both internal and external customers

Substitution of education in lieu of specialized experience may not be used for this grade level.

GS-13 Level:

Specialized Experience:

You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government or private sector, performing duties such as:

• (1) Advanced knowledge of the substantive programs, goals, priorities, policies and commitments of the assigned organization, the sequence and timing of key program events and milestones, and the interrelationships with other department programs;
• (2) Ability to effectively coordinate with and advise management officials, program managers and specialists, contractor personnel, and representatives of other agencies; to reconcile differing or conflicting viewpoints; to organize information and present statements of position; and, to write succinctly and clearly; and
• (3) Strong customer service and interpersonal skills in order to maintain effective working relationships with both internal and external customers.

Substitution of education in lieu of specialized experience may not be used for this grade level.
