Job summary

Chenega MIOS seeks an Integration Manager, SME at Fort Belvoir, VA, offering hybrid work. The role provides senior technical leadership for complex software delivery, ensuring alignment with requirements, architecture, cybersecurity constraints, and program objectives.

Qualifications

• MA/MS degree in systems engineering, software engineering, computer science, information technology, or related field (or BS with equivalent experience).
• 15+ years of progressively responsible experience in software/systems engineering, solution architecture, or large-scale system integration.
• Possess agile certifications such as SAFe..., AWS/Azure/GCP architecture certification, or comparable credentials.

Responsibilities

• Provide SME-level oversight of the SI’s software development, integration, testing, release, and sustainment activities across the solution train.
• Assess alignment between SI execution and approved program requirements, product roadmaps, architectural standards, engineering plans, and delivery objectives.
• Evaluate solution-level dependencies, interfaces, integration points, data flows, and technical constraints across ARTs, product teams, external systems, and mission partners.
• Review and assess SI technical deliverables, including architecture products, design docs, interface specs, backlog artifacts, test plans, release plans, deployment docs, and technical debt plans.
• Identify technical risks, integration gaps, architectural inconsistencies, delivery impediments, and potential impacts to cost, schedule, performance, cybersecurity, and operational suitability.
• Develop and present technically sound findings, recommendations, courses of action, and decision briefs for program leadership.
• Assess adequacy of program increment objectives, dependency management, release readiness criteria, sprint outcomes, and software delivery metrics.
• Evaluate SI backlog refinement, prioritization, estimation, and technical planning for requirements, architecture, security, testability, and sustainment.
• Review delivery performance trends and recommend corrective actions when execution misses objectives.
• Support technical reviews, design reviews, readiness reviews, and other forums with analyses and disposition tracking.
• Recommend acceptance criteria, exit criteria, and readiness thresholds for releases, deployments, and major increments.
• Identify gaps between demonstrated functionality and required operational outcomes and recommend remediation priorities.
• Support independent assessments, audits, reviews, and milestone decisions as directed.
• Serve as technical liaison among program leadership, engineering, product management, cybersecurity, and stakeholders.

The Force Management Enterprise Capability (FMEC) Product Management Office is responsible for delivering software solutions and support services to support the Army National Guard and the U.S. Army Reserve in maintaining mobilization, safety, personnel, and force authorization requirements. Furthermore, RCAS/FMS is also responsible for delivering software solutions and supporting the DA G-3/5/7 with the Army’s force structure management, processes, and readiness.

The Integration Manager, SME provides senior-level technical leadership, oversight, and integration assurance for a complex software delivery environment. Serves as the government’s technical representative for solution-level architecture, Agile delivery alignment, cross-team integration, technical risk management, and verification of contractor-delivered software products. The Integration Manager, SME independently evaluates whether SI development activities, technical artifacts, integration practices, and delivered capabilities align with approved requirements, architecture, cybersecurity constraints, quality standards, and program objectives. The incumbent provides technical recommendations to program leadership and supports informed acceptance, prioritization, risk, and investment decisions.

Responsibilities

• Identify technical risks, integration gaps, architectural inconsistencies, delivery impediments, and potential impacts to cost, schedule, performance, cybersecurity, and operational suitability.

• Recommend acceptance criteria, exit criteria, and readiness thresholds for releases, deployments, and major capability increments.
• Identify gaps between demonstrated functionality and required operational outcomes and recommend remediation priorities.
• Support independent technical assessments, audits, program reviews, and milestone decision activities as directed.
• Serve as a principal technical liaison among program leadership, engineering teams, product management, cybersecurity personnel, mission stakeholders, and the SI.

Qualifications

• MA/MS degree in systems engineering, software engineering, computer science, information technology, or a related technical field. or BS with equivalent years of experience.
• 15+ years of progressively responsible experience in software engineering, systems engineering, solution architecture, technical program management, or large-scale system integration.
• Possess relevant agile certifications such as SAFe Practice Consultant, SAFe Release Train Engineer, SAFe Solution Train Engineer, Certified Scrum Professional, AWS/Azure/GCP architecture certification, or comparable credentials.
• Must possess and maintain a Secret Security Clearance.
• Successfully pass background and drug screening

Knowledge, Skills and Abilities:

• Strong experience withAzure DevOps, Salesforce MuleSoft and Provar(desired)
• Expert knowledge of software development lifecycle processes, systems engineering principles, and solution-level integration practices.
• Ability to assess technical maturity, architectural soundness, release readiness, and development risk using qualitative and quantitative evidence.
• Knowledge of Agile-at-scale concepts, including ARTs, program increments, cross-team dependency management, system demonstrations, inspect-and-adapt activities, and solution delivery planning.
• Ability to distinguish between appropriate technical oversight and day-to-day direction of contractor personnel.
• Skill in identifying root causes of delivery problems and developing practical, risk-informed recommendations.
• Experience with AWS, Azure, or other cloud platforms
• Possess interpersonal skills and collaborative style
• Excellent communication skills both verbal and written
• Shall have the required skills, training, and experience necessary to use the following software program(s): Microsoft Office (Word, PowerPoint, Excel, and Outlook), Microsoft Products (SharePoint, Power Bi, Power Automate and Teams).
