Job summary

General Atomics is seeking a senior IPS Director to lead integrated product support planning for programs in development and transition to sustainment. You will work with Reliability, Availability, Maintainability, and Safety teams and coordinate long-range maintenance planning and training development.

General Atomics Electromagnetic Systems (GA-EMS) designs and manufactures first-of-a-kind electromagnetic and electric power generation systems. GA-EMS’ expanding portfolio of specialized products and integrated system solutions support critical fleet, space systems, missile defense, power and energy, and process and monitoring applications for defense, industrial, and commercial customers worldwide. This position will be responsible for directing the planning and administration of the integrated product support strategies for programs in development phases intended to transition to acquisition and sustainment. This integrated product support engineering activity includes integrated analysis with support from Reliability, Availability, Maintainability, and Safety personnel, PHS&T (packaging, handling, storage, and transportation), long-range planning for maintenances and supply support, manuals and training development, future resources for supporting systems (IT, facilities, manpower, maintenance, support equipment), and general sustaining engineering. Over time this department may expand to accommodate analyses and reporting related to Reliability, Availability, Maintainability, and Safety with emphasis on newly fielded systems, and support aftermarket / sustainment engineering operations. This role reports to the Senior Manager of Systems Engineering Integration in our Science and Technology Products Engineering Super-Directorate. This manager ensures that customer support requirements and objectives are achieved within budgets and schedules to meet marketing and financial objectives. This role ensures on-time, on-budget execution and continuous improvement of standard logistics processes, builds relationships with strategic customers through logistics initiatives, and integrates learning from customers, competitors, other industries, industry groups, and professional training to continuously improve competitive position. Objectives are accomplished through their own contributions as well as subordinate management and/or professional staff. This individual will work with leadership within engineering, manufacturing, and program management to establish meaningful, impactful, and cost-conscious plans that enable successful support in later stages of the product lifecycle. This role is intended to establish a small initial capability of the functional department and grow to accommodate needs across an expanding portfolio in a geographically distributed organization.

DUTIES AND RESPONSIBILITIES:
  • Plan IPS strategies and establish standard processes and tools for development, and acquisition and sustainment programs.
  • Establish tailored strategies to ensure the ability to support late stages of the product lifecycle, while in earlier funding-constrained, developmental phases.
  • Provide input to strategic decisions that affect the functional area of responsibility.
  • Direct all contract IPS activities for compliance with standard processes.
  • Manage subordinate managers and professionals in larger groups of moderate complexity.
  • Identify issues and provide leadership in developing solutions.
  • Act as the primary contact for IPS activities and lead progress planning and review sessions to discuss costs, schedule, and technical performance.
  • Direct the development and implementation of annual and long-term technical, schedule, quality, business, and financial objectives for IPS activities and participate in the development of overall unit/Division/Group annual and long-term objectives.
  • Consult on contract negotiations and contract modifications.
  • Participates in the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract(s).
  • Develops hours estimates (basis of estimate) in support of capturing new work, planning work activity, and executes to those budgets and timelines.
  • Supports performance assessments of personnel, monitors performance across the department, and provides coaching and feedback.
  • Participates in the the planning, attraction, selection, retention, and development of management, professional, and technical talent.
  • Maintain the strict confidentiality of sensitive information.

Job Qualifications
  • Typically requires a bachelor’s degree in Business Administration, Engineering, or a related discipline and thirteen or more years of progressively complex logistics experience in a manufacturing environment, with at least seven of those years managing logistics processes. Additional equivalent experience may be substituted in lieu of education.
  • Logistics or Program Management experience in the U.S. defense industry working in the Operations & Support phase of the defense acquisition lifecycle.
  • A thorough understanding of the 12 elements of logistics and product support management, with demonstrated experience of tailored implementation for developmental programs is required.
  • Knowledge of the following standards: DoD 5000 series, GEIA-STD-0007, S1000D.
  • Detailed and thorough understanding of the principles, concepts, and practices of product support management and experience demonstrating a broad application of those practices and standards.
  • Comprehensive project management and leadership skills, including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones.
  • Ability to resolve extremely complex management and technical problems and serve as spokesperson on IPS issues.
  • Strong communication, leadership, presentation, and interpersonal skills.
  • Customer focused; must be able to work on a self-initiated basis and in a team environment.
  • Ability to obtain and maintain a DoD security clearance is required.
Desired Qualifications
  • SOLE Logistics Certifications (CPL/CML/DL).
  • Defense Acquisition University DAWIA Acquisition Life Cycle Logistics Level II.
  • Depot stand-up experience.
