Responsibilities
- Serve as the lead Instrumentation & Controls (I&C) Engineer for Iraq combined cycle power projects, overseeing all engineering aspects from initial project development through to successful completion
- Conduct thorough reviews and provide acceptance of engineering deliverables produced by the Engineering Organization of Record (EOR) and Original Equipment Manufacturers (OEMs), ensuring alignment with contract requirements, industry best practices, and practical feasibility
- Develop and maintain various Technical Specifications for project equipment procured directly, and review/approve specifications developed by the EOR
- Provide comprehensive technical evaluation and acceptance of equipment proposals and preliminary engineering submissions from OEMs, ensuring compliance with contractual obligations
- Oversee the I&C engineering and equipment design deliverables from various OEMs (Steam Turbine, HRSG, BFP, Water Treatment, etc.), from project initiation to completion, ensuring timely document submission and accuracy
- Independently resolve technical issues within the I&C discipline, coordinating as needed with other engineering disciplines, functional teams, vendors, and the client, including participation in technical bid evaluations
- Manage technical specifications, procedures, and design data relevant to assigned projects
- Collaborate with Supply Chain in the proposal acquisition and evaluation process, working jointly with Supply Chain and Project Management in the selection of equipment manufacturers
- Engage with Customers, Engineering and Construction contractors, and vendors/suppliers to provide timely resolutions to I&C engineering-related issues
- Collaborate with external engineering firms on system design around main equipment and document reviews
Required Education And Experience
- BS degree in Controls Engineering, or Electrical Engineering from an accredited university or college with fifteen (15) years of progressive related experience, or in lieu of a degree, twenty-five (25) years of progressive related experience
- Minimum 10 years of I&C discipline lead project design engineering experience in power and/or utility stations
- Related experience must include, but is not limited to, experience in Control System Architecture development, Power Plant Process Instrumentation Design and applications, Power Plant Control System configuration development, P&ID development, Control Valve sizing and application and related equipment specification and design development for nuclear, refinery, power, or chemical process facilities and equipment thereof
- Extensively familiar with the selection and technical requirements of utility control system systems for Combined Cycle Power plants
- Familiar with the use & integration of electrical power distribution equipment, and control thereof, into the overall Plant Control system
- Knowledge of industry and regulatory guides, codes, and standards
- Extensive knowledge and application of NEC/NEMA/ISO/IEC/BS/OSHA Codes and Standards.
- Knowledge and application of ANSI/ASME Codes and Standards
Other Preferred Education And Experience
- Professional Engineer's (PE) License (desired, not required)
- Minimum of 10 years of project experience for projects in excess of $250m USD
- Knowledge of 3D CAD software and AutoCAD preferred
- Engineering/Construction exposure in multiple disciplines
- Knowledgeable of construction/engineering scheduling and execution processes
