Position Overview:
The Naval Postgraduate School s Center for Executive Education (CEE) is seeking a qualified Subject Matter Expert (SME) to develop and deliver four (4) modules for the upcoming Leadership and Communication for Managerial Success (LCMS) course. This executive-level professional development course will be delivered virtually to Department of the Navy (DON) and Department of Defense (DoD) personnel from July 28 31, 2025.
This is a contract-based position for an individual experienced in executive education, military leadership development, and applied communication and conflict management strategies.

The Naval Postgraduate School (NPS), located in Monterey, CA, provides advanced education and research programs that enhance the operational effectiveness of U.S. and allied armed forces. The Center for Executive Education (CEE) delivers high-impact leadership training for military and civilian leaders within the Department of the Navy.
Scope of Work
The selected Contractor will be responsible for developing, finalizing, and delivering four interactive, research-based modules focused on key leadership and communication competencies.
Modules to Be Developed and Delivered:
- Emotional Intelligence
- Understand the impact of their emotions on themselves.
- Recognize the influence of Emotional Intelligence (EI) on success.
- Interpret Emotional Intelligence Quotient (EQ) results.
- Motivating People
- Understand principles of motivation through incentives and other means.
- Align incentives with organizational objectives.
- Leverage job design models to enhance intrinsic motivation.
- Learning and Feedback
- Develop a growth mindset and learning orientation.
- Understand and apply feedback models, including a case study analysis (e.g., Alex Sander).
- Identify personal growth areas as feedback givers and receivers.
- Managing Conflict and Difficult Conversations
- Approach difficult conversations with a solutions-focused mindset.
- Recognize root causes of interpersonal conflict.
- Apply strategies to reduce the negative impact of workplace conflict.
Each module must be grounded in the latest research in communication and conflict management, include case-based learning, and be accompanied by all supporting materials (slides, handouts, exercises, and references).
Key Responsibilities:
- Coordinate with the Technical Point of Contact (TPOC) regarding course content, student demographics, and instructional alignment.
- Design and submit all course materials for the four modules at least 10 calendar days prior to the course start.
- Deliver 2-hour virtual instruction sessions for each module using government-furnished platforms.
- Administer interactive exercises and evaluate student performance.
- Incorporate feedback from NPS reviewers and update materials accordingly.
- Review and comment on any Government Furnished Information (GFI) provided for course alignment.
Deliverables:
- Initial coordination meeting with TPOC
- One complete set of four modules in editable Microsoft Office formats (Word and PowerPoint)
- Live virtual instruction of all modules
- Notations regarding applicability of historical GFI materials
- Post-session feedback and notification of any student performance concerns
Minimum Technical Requirements for Contractor Instructor Personnel:
- At least 3 years of demonstrated successful performance teaching DoD or Navy executive education within the past 5 years, with emphasis on Interpersonal Leadership, Decision-Making and Communication.
- Proven experience in Executive Education settings, including working with both civilians and uniformed military leaders.
- A terminal degree (Ph.D.) in one of the following fields: Psychology, Philosophy (with a focus on applied ethics, or moral psychology), or Leadership Studies (with emphasis on ethics, behavioral science, and leadership development).
- Emotional Quotient Inventory (EQ-I 2.0) Certification
- Experience facilitating group learning using real world workplace situations and case-based exercises and instructional methods.
- Knowledge of current research in ethical decision-making, leadership development, resilience ideally with ongoing research in the field.
- Demonstrated competence in leadership, ethical behavior, and effective communication.
- Familiarity with complex issues faced by large organizations such as DoD and the US Navy.
- Understanding of the unique organizational context of the US military.
- Experience conducting individual debrief conversations around personal and sensitive assessment results.
- Ability to collaborate with the existing NPS CEE course instructor and program manager within predetermined learning objectives of the course.
Place of Performance:
- Module development may take place at the contractor's location.
- Course delivery will be conducted virtually using ZOOMGOV and other government-provided platforms.
- No travel to Monterey, CA is required.
