Job summary

City of Houston is seeking a Plumbing Inspector for the Houston Public Works department with focus on nonstructural plumbing facilities and systems. You will conduct inspections to ensure conformance with codes and plans, prepare reports, and issue correction notices or citations as needed.

The role involves coordinating with the public, contractors, and professionals, maintaining records, and participating in emergency management tasks.

Qualifications

• High school diploma or GED required; up to 18 months of inspection-related training.

• Spanish language skills are a plus.

Responsibilities

• Coordinate enforcement of codes, ordinances and specs for nonstructural plumbing facilities and systems.
• Prepare and conduct inspections (tunnels, manholes, shaft sites, new construction) for compliance with plans.
• Prepare correction notices and citations; respond to inquiries from public, contractors, and professionals.
• Maintain records and photographs; research plumbing plans and drawings; prepare technical reports.
• Perform plumbing inspections on all permitted work and investigate unpermitted work.

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Coordinates the enforcement and application of various codes, ordinance and technical specifications nonstructural plumbing facilities, structures and systems to assure conformance with plans and specifications. Prepares, conducts and reviews various types of Inspections, such as tunnels, manholes, shaft sites and new construction or construction revisions for compliance with specifications, identifies problems area and recommends solutions. Prepares and serves correction notices and may serve violation citations, meets with general public, contractors, technical professional and businesses to respond to inquiries and technical problems. Performs dally record keeping activities to maintain filling systems, reports and documentation including photographs taken during inspections. Research and evaluates pluming plans, specifications and drawings. Prepares and submits various technical reports. Performs plumbing Inspection on all permitted work for code compliance, Perform investigations of unpermitted work and issues citations. Assists supervisor with special tasks as assigned. Performs other duties as assigned.

WORKING CONDITIONS

The position routinely requires lifting of moderately heavy items, such as computers or records boxes (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis.

This is a Department of Houston Public Works Emergency Management Position at the Tier II Level.

EDUCATIONAL REQUIREMENTS

Requires High School Diploma/GED and up to 18 months of education or training in the area of inspection to be performed.

EXPERIENCE REQUIREMENTS

Two years of journey level or skilled experience related to the area of inspection to be performed are required.

LICENSE REQUIREMENTS

May require a valid Texas Driver's License and be in compliance with the City of Houston policy on driving (AP 2-2).

Certificate/License: Code Enforcement:

The following certificates/licenses are preferred to be obtained within 11 months of employment in the area of inspection to be performed: Licensed by the State Board of Plumbing Examiners; and, ICBO or IAPMO Plumbing Inspector Certificate.

Preference will be given to applicants who:

• Who possess Med Gas Endorsement.
• Have obtained an ICBO or IAPMO plumbing Inspector Certificate; OR preferred that these license/certificates be obtained within 11 months of employment.
• Are certified by the International Code Counsel (ICC) and /or International Association of Plumbing and Mechanical Officials (IAPMO).
• Are fluent in Spanish.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
