Job summary

Bechtel is seeking an Infrastructure Area Manager for the SPL5 LNG facility expansion. The role will start in Houston, TX and relocate to the Sabine Pass, LA site, overseeing the Infrastructure GBU scope through planning, procurement, construction and close-out.

You will lead multi-disciplinary teams, manage budgets and schedules, ensure safety and quality, and coordinate with engineering, design sub-consultants and procurement to deliver the project on time.

Qualifications

Project Overview:

The Cheniere Sabine Pass Liquefaction (SPL) Project is a Liquefied Natural Gas (LNG) export facility located along the Sabine River estuary on the southeastern coast of Cameron Parish, Louisiana. Bulk early work for Stage 1 began at the 1,000+ acre facility in August 2012 and by December 2022, Bechtel had successfully and safely turned over the final phase of Stage 4 to Cheniere. The SPL campus now consists of six operating Trains with an LNG production capacity of approximately 27 million tons per year (MTPA), 3 Jetty superstructures that can accommodate the world's largest vessels, and dozens of associated buildings and utilities.


Sabine Pass Liquefaction Stage 5 Expansion Project (SPL5) is the newest phase at the SPL facility. It will consist of one liquefaction process train with a production capacity of approximately 5 MTPA; one boil-off gas reliquefaction unit; tie-ins to existing storage tanks, ship-loading facilities, and flare systems; and associated utility support infrastructure. SPL5 will perform this work predominantly on a direct hire basis with support from only a few specialty and service subcontractors.


The Infrastructure GBU scope consists of installing 9000+ precast concrete driven piles, construction of a new concrete retaining wall, ground improvement works (inc. soil stabilization and wick drains), extension of the existing earthworks platform, construction of a new network of roads, and modifications to the stormwater drainage system.


The candidate will act as the Infrastructure Area Manager on the SPL5 Project. The candidate may start in the home office in Houston, TX to support preconstruction planning, ahead of project mobilization to the field when the candidate will locate on a long-term assignment to the project site at Sabine Pass, LA.



Job Summary:

The Infrastructure Area Manager is responsible for managing, coordinating, and administering the Infrastructure GBU scope of works for the project, from the conceptual stages through planning, engineering, procurement, construction and close-out. They will supervise the development of budgets and schedules, manage performance, report progress, and initiate action to assure program/project objectives and schedules are met and work is performed within budget and according to specifications. They will resolve problems and coordinate the final turnover of work to downstream work activities. They will provide leadership for the development and maintenance of a high-performance project team and have overall responsibility for the execution of the Infrastructure GBU scope, ensuring that the works are delivered within contract requirements, standards of quality and safety, and to the Customer and Bechtel performance expectations.



Major Responsibilities:


  • Oversees the total site management of the Infrastructure GBU scope of works, including supervision of construction craft personnel, field engineering, contract administration, cost and schedule, field procurement, finance and accounting services, and craft resource personnel as applicable.

  • Coordinates project contractual activities and participates in the development of contract, subcontract, or vendor scopes of work, budgets, contract formation, and negotiations

  • Oversees jobsite expenditures for labor equipment, material and services and ensures field operations are within the budget.

  • Follows design development and, where possible, suggests economical construction details to be incorporated into design drawings and specifications.

  • Uses individual knowledge and familiarity with the assigned job as well as past experience, with assistance from the construction support groups, to identify potential problem areas or trends.

  • Reviews and facilitates the logistics plans.

  • Develops supply chain packaging and management plan for the project in collaboration with Engineering, design sub-consultant and Procurement functions

  • Develops field organization and construction equipment plans, with the assistance of the construction support groups.

  • Interfaces with other coordinators and Construction Engineering groups to develop the most economical construction methods and techniques.

  • Establishes project field procedures and objectives within corporate policies and procedures as necessitated by conditions at a jobsite.

  • Participates in the preparation and review of construction cost estimates, budgets, forecasts and schedules.

  • Maintains awareness of any major quantity changes due to design evolution or scope change.

  • Plans and establishes procedures to ensure construction operations meet engineering designs and specifications.

  • Participates in meetings with project team members, other Bechtel entities, and client personnel as required.

  • Ensures that all State and Federal safety codes, requirements, and standards are being complied with.



Education and Experience Requirements:


  • Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience



Required Knowledge and Skills:


  • Advanced knowledge of Industry Construction methods and procedures.

  • Advanced knowledge of environmental, safety, and health in construction.

  • Demonstrated safety record.

  • Extensive experience in managing multi-disciplinary teams (including subconsultant), consisting of geotechnical, civil, structural, seismic, process, mechanical, electrical, environmental, risk engineers in support of project execution.

  • Site construction management experience.

  • Has demonstrated experience and thorough knowledge in construction of large-scale highly regulated industrial projects.

  • Has demonstrated experience of construction planning, constructability reviews, supporting project proposal activities.

  • Knowledge and experience in the implementation of ES&H and quality management systems.

  • Good communication and interpersonal skills to maintain a positive work environment between all parties including the client, contractors, and other stakeholders throughout the project life cycle.

  • Self-motivated individual with ability to work independently and exercise professional judgment, with a passion to take ownership of projects and provide sound technical leadership to contractor's staff and field engineers.
