Duties Description The New York State Education Department’s (NYSED) Office of Performance and Information Management Services (PIMS) is seeking a candidate for an Information Technology Specialist 3 (Programming) position in the Office of Information Technology Services (ITS). The incumbent of this position will supervise NYSED’s ITS Help Desk and Training Unit in the Automation Support Center. Duties of this position include, but are not limited to, the following:

  • Directly supervise the day-to-day operations of the ITS Help Desk and Training Unit and its staff;
  • Direct staff in planning and scheduling activities related to the review, evaluation, and testing of new products;
  • Develop staff skills to support the functions of the ITS Help Desk and Training Unit, including customer service skills and classroom training skills;
  • Provide guidance, direction, and supervision of ITS subordinate staff, and assist staff with professional development of technical and non-technical skill sets;
  • Serve as Level 3 advanced support for complex technical hardware, software, and network problems, and devise solutions that meet customers’ needs;
  • Establish work processes, maintain a knowledgebase, and collaborate with other ASC staff to resolve technology problems;
  • Supervise computer training related activities;
  • Create and present classroom training and training materials associated with NYSED supported software;
  • Apply project management tools to develop and oversee special projects;
  • Utilize Microsoft Endpoint Configuration Manager for desktop management;
  • Troubleshoot domain account issues using Microsoft Active Directory;
  • Utilize call tracking software and identify areas for improvement;
  • Maintain and analyze monthly, quarterly, and annual statistics regarding services provided by the ITS Help Desk and Training Unit;
  • Support Microsoft Access systems in the Department by assisting customers with troubleshooting Visual Basic code, preparing for Office 64-bit conversion, and adding functionality to databases with Access macros and VBA code;
  • Utilize Power Bi capabilities for data flow and processing;
  • Support the ITS Help Desk Verizon VCC system by programming scripts/flows that improve call handling;
  • Manage, review, and improve the content of the ITS Help Desk and Training Unit’s website and Confluence articles;
  • Act as a team leader on various projects analyzing new software versions, hardware, and Help Desk and Training procedures; and
  • Motivate staff to provide quality services and continuously improve the type and level of services offered to NYSED staff.

Minimum Qualifications NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

  • Five years of professional experience in computer programming which must have involved the planning, configuration, testing, implementation, and/or management of the systems environment that supports the organization's information technology architecture and business needs.

Substitution: A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science with at least 9 semester credit hours in programming languages and two years of experience in computer programming; or a bachelor's or higher level degree in any field and three years of experience in computer programming; or an associate degree with 15 semester credit hours in programming languages and four years of experience in computer programming.

PROMOTION: One year of permanent service as an Information Technology Specialist 2 (Programming).

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Information Technology Specialist 3 (Programming).

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.4 Transfer to Information Technology Specialist 3 (Programming): Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to this title if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-21 or higher AND have standing on the eligible list for this title.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position requires occasional off-shift night and weekend work.

This position leads to a maximum salary of $109,650 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
