The IT Project Manager IV leads planning, budgeting, risk oversight and stakeholder coordination with Finance, IT teams and SMEs. Travel and telework flexibility within Vermont are possible.

The role emphasizes creating baselined plans, tracking dependencies, and presenting updates to management and the legislature in a dynamic state environment.

Qualifications

• Bachelor's degree in business/public administration/IT or PMP with 3+ years PM experience.
• 3+ years IT project management across finance, accounting, procurement, grants, budgeting.
• Ability to manage dependencies across Finance, OCM, data, integrations, reporting, testing, and training.
• Proficiency in creating baselined project plans (scope, schedule, cost).
• Experience with risk mitigation, earned value management and document control.

The Information Technology Project Manager IV manages technology-related projects for the State of Vermont's Agency of Digital Services, overseeing the State-side Financials workstream and coordinating with Finance leads, IT staff, and subject matter experts. This Level IV position creates and executes project work plans, manages resources and budgets, tracks risks and dependencies, and presents information to management and the legislature. Work is performed in a standard office setting in Montpelier with some travel and telework flexibility possible within Vermont.

Key qualifications:

• Bachelor's degree in business administration, Public Administration, Information Technology or related field OR PMP certification plus 3+ years IT project management experience OR 5+ years IT project
• Experience in project management across finance, accounting, procurement, grants, budgeting, or related financial functions
• Ability to manage dependencies across Finance, OCM, data, integrations, reporting, testing, and training
• Proficiency in creating, baselining, and executing project work plans including scope, schedule, and cost management
• Experience with risk mitigation planning, earned value management, and document control
