Job summary

Tech Army, LLC is seeking an experienced Cloud Migration Project Manager to lead planning, coordination, and delivery of application, data, and infrastructure migrations to the cloud for a Florida Medicaid modernization initiative.

You will collaborate with cloud architects, security teams, vendors, and agency leadership to ensure secure, timely migrations with minimal disruption.

Qualifications

• Bachelor’s degree in IT, CS, business, or related field, or equivalent practical experience.
• 3–5 years of project management experience.
• At least 2 years managing cloud or infrastructure projects.
• Experience with large-scale enterprise IT projects with cross-team dependencies.
• Working knowledge of AWS, Azure, or Google Cloud Platform.
• Familiarity with Agile, Scrum, Waterfall, or hybrid PM methodologies.
• Experience with Jira, MS Project, or similar tools.

Responsibilities

• Develop and maintain detailed cloud migration plans, schedules, dependencies, resource assignments, and rollback strategies.
• Lead multiple cloud migration workstreams and track progress against project milestones.
• Coordinate application, data, and infrastructure migrations across technical and business teams.
• Manage project risks, issues, action items, decisions, and change requests.
• Plan and coordinate migration cutovers, readiness assessments, go-live activities, communications, and contingency plans.
• Partner with architects and engineers to align migration activities with target-state cloud designs.
• Manage cross-team dependencies across hybrid-cloud or multi-cloud environments.
• Monitor project budgets, resource schedules, and anticipated cloud spending during the migration.
• Provide clear project updates to technical teams, business stakeholders, vendors, and leadership.
• Maintain project documentation and conduct post-milestone reviews to capture lessons learned.
• Prepare weekly project status reports covering accomplishments, upcoming activities, risks, challenges, and mitigation plans.

We are seeking an experienced Cloud Migration Project Manager to support a large-scale Florida Medicaid technology modernization initiative.

This role will lead the planning, coordination, and delivery of application, data, and infrastructure migrations to the cloud. The Project Manager will work closely with cloud architects, engineers, cybersecurity teams, business stakeholders, vendors, and agency leadership to ensure migrations are completed smoothly, securely, and with minimal operational risk.

Required Qualifications

• Bachelor’s degree in Information Technology, Computer Science, Business, or a related field, or equivalent practical experience
• 3–5 years of project management experience
• At least 2 years of experience managing cloud or infrastructure projects
• Experience delivering large-scale enterprise IT projects involving multiple teams and cross-department dependencies
• Working knowledge of AWS, Microsoft Azure, or Google Cloud Platform
• Understanding of cloud migration approaches, including lift-and-shift, re-platforming, and re-architecting
• Experience managing project scope, timelines, budgets, resources, risks, and full delivery lifecycles
• Knowledge of Agile, Scrum, Waterfall, or hybrid project management methodologies
• Proficiency with tools such as Jira, Microsoft Project, Microsoft Planner, or similar platforms
• Strong written and verbal communication skills
• Ability to explain technical information clearly to non-technical stakeholders
• Strong organizational, leadership, problem-solving, and stakeholder-management skills
• Ability to manage multiple workstreams in a fast-paced and evolving technical environment

Preferred Qualifications

• Experience coordinating migrations in multi-cloud or hybrid-cloud environments
• PMP, Certified ScrumMaster, or comparable project management certification
• Familiarity with cloud networking, cybersecurity, and data migration considerations
• Exposure to Infrastructure as Code and DevOps practices, including Terraform and CI/CD pipelines
• Experience supporting healthcare, government, Medicaid, or other regulated technology environments
• Experience planning and leading enterprise migration cutovers and production go-live events

Ideal Candidate

The ideal candidate is a hands-on IT Project Manager who combines strong project governance with enough cloud and infrastructure knowledge to effectively lead technical migration teams. This person should be comfortable managing complex dependencies, communicating with senior stakeholders, and maintaining a calm, structured approach during high-risk migration and cutover activities.
