The Department of Technology Management and Budget (DTMB) seeks an IT Programmer/Analyst for network solutions across state agencies in Lansing, MI. The role requires designing, developing, testing, and implementing networks while liaising with business and technical stakeholders to gather requirements.
Hybrid work is offered with two on-site days and three remote days weekly. Candidates must meet Michigan's IT education paths; certifications may apply. Pre-employment checks are required.
As an IT Business Analyst for Network Services, the employee performs a range of assignments including, but not limited to, designing, developing, testing, and implementing network solutions for all SOM Agencies. The employee acts as a liaison between technical and business stakeholders to gather technical requirements, create technical documentation, assign technical resources, and manage the daily operations and tasks for network projects.
A large degree of autonomy is required in prioritization of assignments based on detailed knowledge of business and technical needs. This position must be able to function with a minimum of direct supervision and requires a high degree of direct contact with Agency Program Directors, BRMs, Client Specialists, General Managers, as well as Infrastructure Services Management, Security Management, CSS Management, and Enterprise Project Management Office (EPMO) on enterprise-wide projects.

The office location is Lansing, MI. The State of Michigan is not able to offer employment to out of-state applicants that do not plan to relocate. The Department of Technology Management and Budget currently offers a hybrid work option which requires two days working on-site at the official work location and three days of remote work per week.
This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

Possession of a Bachelor's degree with 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Possession of an associate's degree with 16 semester (24 term) credits in computer science, information assurance, data processing, computer information, data communications, networking, systems analysis, computer programming, IT project management, or mathematics and two years of experience as an application programmer, computer operator, or information technology technician; or two years (4,160 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.

Educational level typically acquired through completion of high school and four years of experience as an application programmer, computer operator, information technology technician, or four years (8,320 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.
