Job Summary

Provides leadership and management of the day-to-day operations of areas that include Network Infrastructure, training, workflow and support teams as required. Position includes responsibility for assigned technical strategic planning and tactical implementation, scope, cost, and scheduling coordination. Responsible for following project methodologies that support the strategic vision of the IS department and hospital enterprise based on direction from the Director of IS Infrastructure. Provide viewpoint to Director of IS Infrastructure when contributing to the development of the strategic vision of the IS department within the hospital. Required to interface with core vendor engagement managers assigned to CAMC for all network infrastructure issues requiring vendor intervention or assistance.

Responsibilities
  1. Oversees the management team in each area to ensure project goals are met, maintenance and staff development are accomplished timely, efficiently, and effectively.
  2. Reviews and approves personnel matters pertaining to interviews, hires, and training for new employees.
  3. Reviews provisions for staff development, training, and orientations as prescribed by regulatory agencies and CAMC and departmental standards
  4. Maintains adequate dialogue with direct reports and employees and maintains at least monthly staff meetings.
  5. Provides direct reports with the resources, tools and training they require to meet expected performance levels.
  6. Monitors, evaluates, appraises, or disciplines employee’s activities according to organizational and departmental standards.
  7. Leads and directs effective strategic and tactical application planning for the organization.
  8. Accurately assesses the needs of the department and the business and clinical groups it serves.
  9. Develops short and long-range application objectives for financial, clinical and IS groups.
  10. Develops detailed plans and processed for achievement of objectives
  11. Responsible for the implementation of plans related to the department and facilitates the achievement of strategic and tactical objectives
  12. Conduct high-level needs assessment for ancillary and nursing areas
  13. Evaluates departmental systems/process needs and identify business objectives
  14. Documents department assessments and develop alternatives and recommendations
  15. Facilitates solution planning with various areas to review issues, define specifications, construct solutions, and develop work plans
  16. Prepares a written summary of solutions, recommendations, and plans
  17. Assists in coordination of interdisciplinary, cross-departmental issue troubleshooting with the design of issue resolution
  18. Reports and monitors high priority application project progress Evaluates and monitors solution progress through post- implementation
  19. Disseminates knowledge regarding general IS operational practices
  20. Develops and promotes web learning and training
  21. Assures data integrity through ongoing assessments, development and oversight of databases and applications Promotes and reviews the effectiveness of the department’s quality initiatives.
  22. Creates and reviews programs to promote quality improvement and regulatory compliance.
  23. Participated in regulatory compliance task force for the organization.
  24. Participates in organization readiness for quality and regulatory standards.
  25. Identifies actual and potential problems; utilized innovative problem-solving techniques; exhibits commitment to problem resolution and provides follow up.
  26. Participates as black belt or on a team for RIE, JDI and other "Six Sigma" initiatives.
  27. Oversees the efforts surrounding quality control procedures for all application implementation and ensures routine maintenance is performed a part of operations and support while maintaining a path towards application enhancement and effective utilization.
  28. Creates and manages the budget for assigned areas and allocate funds within the budget to accomplish objectives
  29. Prepares budget recommendations based on the business objectives.
  30. Makes recommendations for changes or additions for application maintenance, upgrades, implementations, and department operations.
  31. Responsible for the compliance with the budget established for assigned areas and reporting anticipated variances.
  32. Resolves operational and unforeseen procedural problems and address other concerns relative to application implementation, regulatory compliance and hospital best practices as directed or as necessary
  33. Quickly identifies and communicates problem with appropriate communication to all affected areas and staff.
  34. Correctly identifies resolution and implement an appropriate solution utilizing the right resources.
  35. Complex Technology problem solving that may affect more than one system of responsibility and effectively coordinate efforts with other department resources to resolve.
  36. Maintain a high-level understanding of current technology industry standards and how they interact with application solutions.
  37. Initiates and leads contract review process for version control, review, and execution. Actively participates in negotiation with necessary vendors as a subject matter expert.
  38. Building requirements for RFQ/RFP process as I/S liaison/representative until analysis is complete and a recommendation to the organization is ready to be made.
  39. Supports the designated IT Director by analyzing team performance as measured against published (SLAs). Works with the team to ensure that SLAs and quality standards are met.

Education
