Qualifications

  • Bachelor’s degree in Geographic Information Systems, Management Information Systems, Computer Science, or a related field.
  • Six years of progressive experience in server hardware/operating systems administration, data networking, or GIS administration.
  • Strong technical leadership and project management skills; experience leading large-scale technology projects.

Information Technical Services Lead Specialist

Location: Saint Paul, MN (Hybrid/Flexible Workplace Eligible)
Position Type: Full-Time
Compensation:$97,761.87 - $146,642.80 annually

Position Summary

Ramsey County Information Services is seeking an Information Technical Services Lead Specialist to serve as a senior technical expert supporting the county’s technology infrastructure. This role functions as the primary subject matter expert within areas such as network services, systems administration, or geographic information systems (GIS), providing advanced technical leadership, troubleshooting, project oversight, and strategic guidance.

The successful candidate will lead complex technology initiatives, support enterprise infrastructure, oversee technical project teams, and help shape future technology investments that support county operations and services.

Key Responsibilities

  • Serve as the lead technical expert for network services, systems administration, or GIS technologies.
  • Provide advanced troubleshooting and support for complex technical issues and infrastructure challenges.
  • Guide and mentor technical staff through training, coaching, and knowledge sharing.
  • Lead cross-functional project teams responsible for implementing and maintaining technology infrastructure.
  • Analyze technical problems and coordinate solutions with vendors and external partners.
  • Evaluate emerging technologies and provide recommendations on system upgrades, purchases, and enhancements.
  • Manage and oversee applications, infrastructure systems, security controls, monitoring tools, and vulnerability management efforts.
  • Develop and maintain disaster recovery plans and business continuity strategies.
  • Assist with strategic planning, technology roadmaps, and resource allocation decisions.
  • Oversee vendor relationships and ensure contracted services are delivered according to expectations.
  • Lead architecture, database, cloud, and on-premises infrastructure initiatives.
  • Support county-wide technology modernization efforts and long-term infrastructure planning.

Qualifications & Requirements

  • Bachelor’s degree in Geographic Information Systems, Management Information Systems, Computer Science, or a related field.
  • Six years of progressive experience in one or more of the following areas:
  • Server hardware and operating systems administration
  • Data networking and network infrastructure support
  • Geographic Information Systems (GIS) administration
  • Equivalent combinations of education and experience may be considered.
  • Strong technical leadership and project management skills.
  • Experience leading large-scale technology projects and cross-functional teams.
  • Excellent analytical, troubleshooting, and problem-solving abilities.
  • Strong communication and stakeholder engagement skills.
