RAND Washington seeks an experienced Information Systems Security Manager (ISSM) to lead classified systems security for TS/SCI networks in the Arlington, VA area. The role requires implementing government security policies, coordinating with agencies, and delivering education briefings on SAP/SCI classifications.

Ideal candidates will have 8+ years in classified security with a BA/BS (or 12+ years without degree) and a DoD 8140 IAM Level 2 cert. Onsite Monday–Friday in Washington DC area.

Qualifications

  • In-depth knowledge of Industrial Security regulations (NISPOM, DAAG, ICDs, JSIG, NIST 800 series).
  • Familiar with RMF processes with diverse government agencies.
  • DoD 8140 IAM level 2 certification (CISM, CISSP or Security+).

  • Excellent written and verbal communication and leadership skills.

The Information Systems Security group’s primary function is to implement all classified security policy, procedures and security requirements as required by delegated US Government customers. The Information Systems Security Manager interprets, outlines and enforces classified security policies in accordance with government regulations. This position serves as the subject matter expert for SCI classified systems security processing within the respective RAND Washington office site. The Information Systems Security Manager is required to have excellent leadership skills and be highly self- motivated. This position reports directly to the Manager, Accreditation Services and Corporate ISSM.

The Information Systems Security Manager interprets, outlines and enforces classified security policies in accordance with government regulations. This position serves as the subject matter expert for SCI classified systems security processing within the respective RAND Washington office site. The Information Systems Security Manager is required to have excellent leadership skills and be highly self- motivated. This position reports directly to the Manager, Accreditation Services and Corporate ISSM.

Job Duties

Performs as the primary for RAND’s Washington office TS/SCI networks and includes SAP/SAR activities.

  • Supports the CSSO as duties relate to classified processing for maintaining secure facility accreditations and joint and co-use agreements with applicable government agencies.
  • Writes, coordinates, and conducts classified systems security education briefings (both SAP and SCI).
  • Supports the Manager, Accreditation Services in maintaining detailed records of security department functions and activities for monthly reports to RAND management with regard to classified systems; conducts investigations and provides incident reports.
  • Performs computer systems security activities, implementing security controls for RAND systems processing classified information including initial approval, re-approval, audits and decertification.
  • Performs duties as follows:
Project Management
  • Organizes and monitors project timelines to ensure the team achieves milestones and delivers results efficiently.
Task Coordination
  • Maintains continuous communication with Security management to align priorities and expectations.
Team Member Development
  • Provides constructive inputs and guidance to foster professional growth and development amongst team members.
Stakeholder Communication
  • Facilitates clear and effective communication between team members and key stakeholders to ensure alignment and collaboration.
  • Partners with the Intelligence Agencies and DOW community components regarding inspections, reviews, investigations, and other reportable issues.
Qualifications
  • In-depth knowledge of Industrial Security and the regulations associated with classified programs, NISPOM, DAAG, ICD's, JSIG and NIST 800 Series documents and applicable government security regulations. Must be familiar with Systems and accreditation processes (RMF) with varying government agencies.
  • Established relationships and a positive reputation with industrial and government security counterparts along with internal customers.
  • Have an in-depth understanding of principles and methods used in developing, establishing, and maintaining a federal government compliant program in classified security.
  • Thorough knowledge of information security systems (SIEM) and proper operations of classified networks.
  • Currently maintains a DoD 8140 (Cyber Workforce) IAM level 2 certification (CISM, CISSP or Security +).
  • Proficient in MS Office Applications and Cybersecurity tools.
  • Excellent written, verbal communication and leadership skills.
Experience
  • Minimum 8 years' experience in classified systems security required with a BA/BS degree.
  • In lieu of a BA/BS degree, at least 12 years of experience in classified systems security required.
Education

Minimum requirement of a High School Diploma or GED; BA/BS is preferred.

Location

This position will be in the RAND Washington DC (Arlington VA). This position requires an onsite office presence Monday - Friday.

Security Clearance

Must currently be eligible to hold TS/SCI for access to U.S. government classified information.

Salary Range

$120,900 - $184,500

RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate’s work experience, education/training, skills, expertise; and internal equity.The salary range includes base pay plus RAND’s sabbatic pay (which provides additional compensation above base pay when vacation is taken).
