CONTINGENT UPON AWARD

The Information Security Analyst provides expert‑level support for information security policy development, planning, assessment, compliance, and program administration at a military service headquarters level. The analyst serves as a subject matter expert in the protection of classified and sensitive information and supports the implementation, oversight, and continuous improvement of information security programs in accordance with federal regulations, executive orders, Department of Homeland Security (DHS), and U.S. Coast Guard (USCG) requirements. These duties and responsibilities include, but are not limited to the following:

Duties & Responsibilities
  • The Information Security Analyst will support the development, implementation, administration, and assessment of Information Security policies, procedures, and programs.
  • Provide subject matter expertise regarding the safeguarding, handling, marking, storage, transmission, and destruction of Classified National Security Information (CNSI), Controlled Unclassified Information (CUI), and Sensitive but Unclassified (SBU) information.
  • The Information Security Analyst will ensure compliance with Executive Order 13526, 32 C.F.R. Parts 2001 and 2003, applicable DHS directives, USCG policies, and other federal information security requirements.
  • Assist in management, tracking, investigation, and resolution of information security incidents, violations, compromises, and administrative inquiries.
  • Conduct information security assessments, program reviews, and compliance evaluations to identify vulnerabilities and recommend corrective actions.
  • The Information Security Analyst will develop, review, update, and maintain information security policies, directives, manuals, standard operating procedures (SOPs), job aids, training materials, reports, and other security‑related documentation.
  • Research, analyze, and interpret complex security regulations, policies, and guidance and translate them into practical implementation procedures.
  • The Information Security Analyst will prepare clear, concise, and technically accurate written correspondence, reports, policy memoranda, briefing materials, and executive‑level communications in accordance with USCG correspondence standards.
  • Review and edit technical and security documentation for format, content, style, grammar, completeness, accuracy, and appropriate audience.
  • Develop communication products designed to educate and inform government personnel, leadership, and stakeholders on information security requirements and best practices.
  • The Information Security Analyst will facilitate coordination and collaboration among government organizations, security offices, and subject matter experts to achieve consensus on security‑related initiatives and policy implementation.
  • Provide recommendations for improving information security processes, procedures, and program effectiveness.
  • The Information Security Analyst will support data collection, analysis, reporting, and metrics development using government databases and reporting systems, including Coast Guard Business Intelligence (CGBI) or successor systems.
  • Prepare presentations, briefings, and reports for leadership utilizing Microsoft Office and DoD365 applications.
  • The Information Security Analyst will maintain awareness of emerging information security policies, regulations, and best practices to support continuous program improvement.
  • Other duties as assigned.
Knowledge, Skills, and Abilities (KSAs)
  • Demonstrated experience supporting Information Security programs at a military service headquarters, major command, DHS, DoD, or federal agency level.
  • Knowledge of Classified National Security Information (CNSI), Controlled Unclassified Information (CUI), and Sensitive but Unclassified (SBU) handling requirements.
  • Knowledge of Executive Order 13526 and implementing directives contained within 32 C.F.R. Parts 2001 and 2003.
  • Experience managing, documenting, or supporting security violation investigations and corrective actions.
  • Experience developing and maintaining security policies, procedures, manuals, guidance documents, and technical communications.
  • Strong written and verbal communication skills with the ability to translate complex technical and security concepts into easily understood information for diverse audiences.
  • Ability to coordinate with multiple stakeholders and facilitate consensus among subject matter experts and organizational leadership.
  • Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and Access, as well as DoD365 applications.
  • Experience utilizing government databases, reporting tools, and information management systems.
Minimum Education/General Experience
  • Bachelor's degree in a security related discipline
  • 5 years documented qualifying experience in the areas below is required.
  • 10 years of documented experience may be substituted for a bachelor's degree.
Preferred Qualifications
  • Experience supporting U.S. Coast Guard information security programs.
  • Familiarity with Coast Guard Business Intelligence (CGBI) or related reporting systems.
  • Experience drafting executive‑level correspondence, policy memoranda, and strategic communications.
  • Knowledge of technical writing, editing principles, information design, and document management practices.
  • Experience conducting security program assessments, inspections, or compliance reviews.
