Job description

The National Security Sector is seeking an Industrial Security Representative (ISR)/Document Control Specialist to work in our Columbia, MD facility. The National Security Sector combines technology-enabled services and mission software capabilities for defense and intelligence customers in the areas of cyber, logistics, security operations, and decision analytics.

Primary Responsibilities:

The successful candidate will be responsible for maintaining and dispositioning all classified material, conduct appropriate and scheduled classified inventory, prepare classified material for shipment, classified material handling, classified storage, transportation & shipment of classified material, and maintenance of physical locations.

  1. Candidate will be responsible for maintaining classified inventory for multiple programs.
  2. Candidate will be responsible for processing incoming and outgoing visit certifications.
  3. Candidate will work closely with the program management and configuration management specialist on the entrance and exit of classified material.
  4. Candidate must also have good organizational skills to include attention to detail, the ability to identify gaps and develop procedures for document control.
  5. The candidate will also support the local Contractor Special Security Officer (CSSO) with implementing and providing guidance to internal customers on security tasks or requirements such as:
  1. Classified inventory and document control.
  2. Security investigations as they relate to suspected loss & compromise of classified information, maintaining and updating Leidos’ Document Control database of record (SIMS).
  3. Compliance of Document Control as it relates to the Contract Security Classification Specifications (DD254), adherence to all Security Classification Guides, and all applicable laws and regulations regarding export-controlled information and technology and government policies.
  4. Studying, investigating, preparing reports and/or recommendations for preventative or corrective actions in areas requiring specific expertise. The position also requires working closely with Configuration Management and the CSSO to provide the necessary training to conduct annual inventories as required by the contract.

  • Basic Qualifications:
    1. Bachelor’s degree from an accredited college in a related discipline with 2+ years of prior relevant experience or master’s with 2 years of prior relevant experience.
    2. Proven ability to manage SCIF policies and procedures.
    3. Thorough understanding of DoD and IC personnel security requirements and ability to apply Intelligence Community Directive (ICD) 705 and NISPOM guidance to the facility’s security plans and procedures.
    4. Possess knowledge of Access Control Systems and Intrusion Detection Systems.
    5. Ability to interpret company and government security policies and apply them to program operations.
    6. Experience conducting security indoctrinations and refresher briefings, as appropriate.
    7. Must have experience gathering information, objectively analyzing it, and drawing conclusions while focusing on comprehension of policies, regulations, and standards.
    8. Judgement and Decision-making – Has proven ability to assess situations and information and reach sound conclusions in atypical situations.
    9. Has experience with applicable policies, standards, laws, and rules, to include interpreting and applying against customer requirements to resolve security issues.
    10. Communication – Is able to write and speak in a clear, concise, effective manner to a wide variety of audiences, including writing complex reports and displaying active listening skills.
    11. Work closely and collaborate with internal and external managers to ensure understanding of program operations.
    12. Ability to work long hours as required.
    13. Ability to investigate security alarms during business hours and after business hours.
    14. Create, manage and execute Security Awareness and CI training information.
    15. Proven ability to apply risk management to daily and operations tasks.
    16. Proven ability to manage and upkeep a rigorous document control program.
    17. Ability to respond to after-hour alarms.
    18. Ability to lift 25lbs.
    19. Candidate must possess a valid driver’s license.
    20. Candidates must possess an active Top-Secret clearance with SCI eligibility & Poly.
    Preferred Qualifications:
    1. Experience managing large complex programs.
    2. FSO or CSSO Security training/certificate(s).
    3. Familiarity with the Security Information Management Systems (SIMS).
    4. Experience developing and implementing security Standard Operating Procedures (SOPs) and emergency action plans.
    5. Knowledge of Access Control and Intrusion Detection Systems.
    6. Experience conducting security incident inquiries and writing reports.
    7. Resourceful in solving problems and capitalizing on opportunities.
    8. Member of Security Organizations/affiliations (e.g. ISWG or NCMS).

    Pay Range:

    Pay Range $50,700.00 - $91,650.00
