Qualifications

• Education: JD or Master’s or higher in behavioral health, psychology, social work, public administration, or related field.
• Minimum two years of experience in LPS certification review hearings or similar quasi-judicial proceedings preferred.
• Experience with adult behavioral health populations and San Bernardino County processes preferred.
• Active California license preferred.

Responsibilities

• Conduct certification review hearings for adult LPS patients pursuant to WIC §§5250 and 5270.
• Determine whether probable cause exists to support continued involuntary detention.
• Ensure due process protections, including notice and access to Patients’ Rights Advocate.
• Maintain neutrality and independence in all proceedings.
• Review certification documentation to identify deficiencies or compliance concerns.
• Evaluate testimony and documentation for sufficiency and consistency.
• Issue written determinations that are clear and legally defensible.
• Submit all required documentation per regulatory and facility standards.
• Ensure compliance with Title 9 CCR, DHCS Patients’ Rights requirements, and LPS standards.
• Coordinate with Patients’ Rights Advocates and facility staff for scheduling and logistics.
• Participate in audits or regulatory reviews as required.
• Maintain accurate records for legal and regulatory purposes.
• Identify patterns of documentation deficiencies and communicate concerns appropriately.
