The Implementation Policy Analyst will play a key role on the Policy Implementation team at yes. every kid. foundation (YesF), supporting states in launching and improving education freedom programs, including Education Savings Accounts (ESAs), personal-use tax credits, and open enrollment initiatives.

This position focuses on the hands-on, technical, and operational work of helping state agencies design, execute, and refine family-centered programs. The analyst will work closely with agency staff, and internal teams to develop and deliver critical implementation deliverables, from project timelines to communications strategies and handbooks for families.

This position fills a critical capacity need as the team expands current work and pursues new strategic engagements.

The yes. every kid. team is remote with an optional in-person office in Arlington, VA.

How You’ll Contribute:
  • Support active implementation efforts across multiple states with a focus on K-12 education freedom programs (e.g., ESAs, tax credits, open enrollment).
  • Draft implementation tools such as state-specific project plans, RFP outlines, stakeholder communications, FAQs, process documentation, and family/provider materials.
  • Contribute to the design and documentation of customer service strategies, technology integrations, and family engagement resources.
  • Draft memos, internal briefings, and external deliverables to support implementation planning and execution.
  • Represent yes. every kid. foundation. in communications with agency staff and other state-level stakeholders, as appropriate.
  • Assist in preparing proposals, presentations, and follow-ups related to new state engagements.
  • Travel (up to 25%) may be required to support state implementation work.
What You Will Bring:
  • 3–7 years of experience in state government, policy implementation, or education reform with direct involvement in program operations.
  • Strong understanding of program administration, state agency operations and/or vendor management within K-12 education systems.
  • Excellent written communication, capable of developing polished deliverables for internal and external audiences.
  • Skilled at working both independently and as part of a collaborative team.
  • Mission-aligned – passionate about making education programs work better for families.
Standout Candidates Will Bring:
  • Familiarity with ESA, tax credit, or open enrollment policy design.
  • Prior experience supporting or advising state agency staff.
What We Offer:
  • Competitive benefits: Enjoy a 6% 401(k) match with immediate vesting, flexible time off, comprehensive health and dental plans, plus wellness and mental health support through Peloton and Talkspace.
  • A meaningful career: Join a passionate community of over 1,300 employees dedicated to improving lives and driving innovative solutions to complex social challenges.
  • Commitment to growth: Thrive in a non-hierarchical environment that empowers employees to discover, develop and apply their unique talents.
