Job summary

The William Penn Foundation seeks an evidence-driven Evaluation and Learning Officer to advance learning, improvement, and impact for Greater Philadelphia. You will collaborate with program teams to design, manage, and apply research and evaluation across initiatives, with a particular focus on the Watershed Protection Program.

Qualifications

• Advanced degree in policy analysis or related social science.
• 5+ years of evaluation, applied research, or policy analysis.
• Experience collaborating with diverse teams to meet goals.
• Ability to communicate complex concepts clearly.
• Experience with theories of change, logic models, and metrics.
• Strong time management to handle multiple tasks.

Responsibilities

• Provide strategy, objectives, and metrics with data analysis for the Watershed Protection Program and related initiatives.
• Manage research and evaluation grants and contracts, including partners and vendors.
• Synthesize findings and communicate insights to staff, grantees, and the field.
• Plan and implement learning events for Foundation staff.
• Support adaptive learning and evidence-based decision making across programs.
• Share learning with grantees and the broader field, in collaboration with Communications.
