Job summary

Burrow Global is seeking an experienced Instrumentation, Electrical & Controls (IE&C) Project Manager in Houston, TX. The role leads control system projects from conception through commissioning, partnering with operations, engineering, and construction teams to enhance safety, reliability, and process performance across critical assets.

Ideal candidate brings 15+ years in control systems design/implementation and 10+ years in I&E, with PE or certs preferred.

Qualifications

• Bachelor's degree in Engineering or related technical discipline.
• Minimum 5 years of project management experience.
• 15+ years of design, implementation, and support of control systems.
• 10+ years of instrumentation & electrical (I&E) engineering and project execution.
• Knowledge of PHMSA, OSHA and applicable industry standards.

Responsibilities

• Lead control engineering and automation projects through all execution phases.
• Define project scope, schedules, budgets, and resource requirements.
• Drive project tracking, status reporting, forecasting, and stakeholder communications.
• Develop cost estimates, obtain contractor bids, and manage expenditures.
• Review purchase requisitions and contractor invoices.
• Support commissioning, startup activities, and operations training.
• Identify and implement control system improvements with safety, reliability, and environmental performance focus.
• Provide technical guidance on instrumentation, electrical systems, and process control equipment.
• Support development and implementation of engineering standards, specifications, maintenance procedures, and best practices.
• Ensure compliance with applicable industry regulations and standards.
