Qualifications

• At least 10 years of progressive experience in IT project management, including large‑scale, cross‑functional technology implementations, coordinating vendors and system integrators, and applying Agile, Scrum, and Waterfall methodologies.

Responsibilities

About this position

We are looking for a strategic, experienced, and results‑driven Senior Project Manager Consultant. As Senior Project Manager Consultant, you will lead the execution of the Core Lending Solution (CLS) Modernization Project, ensuring integrated planning, effective governance, coordination with vendors and system integrators, and transparent reporting on scope, schedule, cost, risks, dependencies, issues, decisions, and project readiness. You will also oversee stakeholder coordination, budget, risk and quality management, change and scope management, pre‑go‑live activities, and project closure, working across both Waterfall and Agile methodologies, including Scrum.

You will join the Financial and Administrative Services team within the Operations Division of IDBInvest’sFinance Department.

In this role, the Consultant will provide strategic coordination and hands‑on execution support, serving as a key bridge between Finance, Risk, IT, and business stakeholders. The Consultant will contribute to strengthening governance frameworks, ensure sound financial and control outcomes, and enable informed decision‑making for complex transformation initiatives and new product development.

What you’ll do

• Serve as the Single Project Coordination and Accountability Hub.Act as the project's central coordination point, coordinating business, technical, vendor, system integrator, compliance, testing, deployment, and change‑enablement workstreams. Ensure progress, risks, dependencies, decisions, actions, and escalations are tracked through the Project Manager and aligned with the approved RASCI matrix.

• Coordinate Integrated Planning, Scope, Schedule, Resource, and Financial Management. Develop and maintain the project charter, scope baseline, integrated project plan, milestones, critical path, resource plan, budget, expenditure tracking, cost forecasts, dependencies, delivery commitments, and project calendar.

• Establish and Operate Project Governance and Executive Reporting.Manage governance structures, including steering committees, working groups, decision forums, escalations, status reporting, action tracking, RAID management, and alignment with PMT and portfolio governance. Prepare executive reports on progress, risks, blockers, decisions, and project impacts.

• Identify and Manage Risks, Issues, Dependencies, Decisions, and Change Control.Maintain RAID, dependency, decision, and action logs. Monitor and elevate risks, issues, blockers, and project‑level scope, schedule, and cost changes through the approved change‑control process.

• Manage Vendor and System Integrator Performance and Contractual Delivery.Coordinate vendor and system integrator deliverables, milestones, dependencies, service quality, corrective actions, contractual commitments, escalations, and delivery tracking. Ensure deliverables have owners, due dates, acceptance criteria, and approvals.

• Coordinate Solution Delivery, Architecture, Integrations, Data Migration, and Requirements Traceability. Coordinate configuration, customization, architecture and environment readiness, technical design, integrations, reporting, data migration, decommissioning, and end‑to‑end traceability between approved requirements and delivery activities.

• Coordinate Testing Governance and Quality Management.Manage testing governance across SIT, UAT, regression, performance, security, controls, and readiness testing. Coordinate schedules, environments, quality gates, defect triage, readiness assessments, and go‑live decisions.

• Coordinate Compliance, Controls, Audit, and Documentation Requirements. Coordinate compliance reviews, risk and control assessments, evidence collection, remediation activities, approvals, and project documentation in accordance with audit, procurement, contractual, records‑management, and portfolio governance requirements.

• Coordinate Business Readiness, Change Enablement, Deployment, and Operational Transition. Coordinate business readiness, communications, training, process changes, workforce transition, deployment, cutover, contingency planning, production implementation, stabilization, hypercare, knowledge transfer, and operational transition. Ensure required go/no‑go and deployment approvals are obtained.

• Responsible for Project Closure and Benefits Transition. Responsible for project closure activities, including completion and acceptance verification, lessons learned, transition to operations, vendor handover, documentation archiving, financial and contractual closure coordination, and confirmation that deliverables have been transferred to operational ownership.

What you'll need

Education: Master’s degree (or equivalent) in computer science, information technology, engineering, or business administration.

Experience: At least 10 years of progressive experience in IT project management, including experience leading large‑scale, cross‑functional technology implementations, managing complex projects and stakeholders, coordinating vendors and system integrators, overseeing project governance, risks, budgets, and deliverables, and applying Agile, Scrum, and Waterfall methodologies. Experience with financial systems, SaaS implementations, project management tools, business process modeling, and executive governance forums is preferred. Experience participating in RFP processes is a plus.

Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.
